At the center of the new scandal is the deputy head of the department and head of the investigative department of the Solomyansky police department of Kyiv, Lieutenant Colonel Khalil Mamoyan. As it turned out , the law enforcement officer is a close relative of the people's deputy from the former OPZH Suto Mamoyan, and his official activities have repeatedly aroused public suspicions of abuse and connections with the family's business.
At the end of 2024, Kyiv resident Olena Lipovenko appealed to the control authorities, asking them to check Mamoyan's actions "in connection with numerous facts that raise doubts about his suitability for the position he holds." Before that, she filed a police report about the ill-treatment of a patient in a psychiatric institution, including torture, beatings, forced labor, hunger strike, and the administration of potent drugs without consent. Despite the presence of signs of a criminal offense, Mamoyan refused to enter the incident into the ERDR, explaining this by the "absence of elements of a crime."
However, this is not the only episode. Back in 2023–2024, Khalil Mamoyan appeared in a case of theft of property worth 10 million hryvnias. The VDT Bud company accused the landlords — JSC Polygraphknyga — of stealing construction materials, but the investigation, which is being conducted by the investigative department of the Solomyansk department, has been stalling for years. The company itself claims that the police are deliberately slowing down the process and "covering" the management of Polygraphknyga for bribes.
Mamoyan's controversial reputation dates back to 2019, when he worked in the Obolonsky District Police Department. Then he and his father Yurik Mamoyan were accused of fraud, and Kyiv residents demanded his dismissal. Instead, the leadership of the Ministry of Internal Affairs simply transferred him to another department — first to Desnyansky, and then to the railway department. Currently, he holds a high position in the Solomyansky Police Department.
Despite his status, Mamoyan's declaration states that he does not own a home or a car. He lives in an apartment registered to his relative, Khazal Mamoyan, and uses a 2023 Toyota Camry registered to Yulia Moiseeva, an employee of companies owned by relatives of the law enforcement officer. According to Antikor, Moiseeva is the director of Osterskyi Myasoproduct LLC, owned by Vitaliy Mamoyan, a relative of People's Deputy Suto Mamoyan. He also owns Odynetsk Poultry Factory LLC, both of which are related to the meat industry, in which the deputy's family is actively involved.
For 2024, Khalil Mamoyan declared UAH 616,000 in salary and UAH 7,000 in social benefits. His wife Fidana Mamoyan received UAH 515,000 in income from seafood trade. The couple also declared about UAH 393,000 in savings.
Thus, Khalil Mamoyan's official career is accompanied by constant conflicts of interest, connections with the business of the people's deputy's family, and suspicions of covering up criminal cases - from a psychiatric clinic to thefts worth millions.
