The anti-fraud project “190” has published an investigation into Yuriy Belousov, Deputy Director of the Bureau of Economic Security of Ukraine for Digital Development, Digital Transformations and Digitalization. The official is accused of concealing the real value of property and significantly understating the prices of cars in declarations.
On November 5, BEB Director Oleksandr Tsyvinskyi approved the composition of the personnel and certification commissions that will be engaged in re-certification of employees and selection of new personnel. Yuriy Belousov was included in both commissions, along with his colleagues Taras Shcherbai and Pavlo Budzyhan. These commissions, according to the plan, should ensure the formation of a “renewed and virtuous BEB team.”
However, as journalists found out, the very integrity of one of the key commission members is questionable.
Belousov was born in Dnipropetrovsk Oblast, studied at the Kharkiv University of Internal Affairs. He served in law enforcement for almost two decades, then worked in the Secretariat of the VRU Commissioner for Human Rights, and since 2019 in the Prosecutor General's Office, where he headed the department dealing with crimes committed during the armed conflict.
In 2023, he tried to head the NABU, but did not pass the competitive selection due to issues with his declarations. In particular, in 2016, he declared the sale of an Opel Vectra car for UAH 49,000, an amount that the commission found questionable.
The same figures appear in subsequent declarations: 49 thousand is the cost not only of the old car, but also of a new 2015 Hyundai Grand Santa Fe, which actually costs 15–20 times more.
Questions also arose about the official's wife, Zoryana Belousova, who suddenly had large amounts of cash and a MINI Cooper car, also valued at the same 49 thousand UAH. The couple's source of income was allegedly an inheritance from the sale of an apartment and earnings at the UN mission, but there is no data on tax payments in Ukraine.
No less interesting connections are made by his brother, the mayor of Kamyansk, Andrey Belousov, known for his involvement in scandals involving undervalued privatization of municipal property and pro-Russian sympathies. Yuriy Belousov himself claims that he has not been professionally connected with his brother since 2017.
According to the declarations, Yuriy Belousov owns two plots of land in the village of Mohyliv, Dnipropetrovsk region, part of an apartment in Kamianske, and a room in the Ministry of Internal Affairs dormitory in Kyiv. His wife owns a plot of land in Chernihiv region.
The couple lives in an apartment in Kyiv that belongs to the official's mother-in-law. The cost of all objects is either not indicated in the declarations or is minimal.
Among the assets are two cars, both valued at UAH 49,000:
• 2015 Hyundai Grand Santa Fe (belongs to Yuri Belousov);
• 2012 BMW Mini (belongs to his wife).
Last year, Belousov declared UAH 1.6 million in salary, UAH 135,000 in pension, UAH 36,000 in compensation, and UAH 74,000 in fees from the NGO “JUSTGROUP.” His wife had no official income.
The couple has over $27,000 in cash and over UAH 350,000 in accounts. Belousov also declared a loan of $20,000 to his relative. Their total savings exceed UAH 1.5 million.
These facts raise questions about the integrity of the official who will now determine who will work in the "renewed" Bureau of Economic Security.
