In Kyiv, the deputy general director of the municipal enterprise "Informatika" was reported on suspicion of official negligence, which led to losses of over 2.1 million hryvnias to the capital's budget. This was reported by the Kyiv police.
According to the investigation, during the procurement of equipment for the development of the city's video surveillance system, the official did not check the market value of the equipment and did not conduct a proper analysis of the proposals. This led to an overestimation of the expected cost and the conclusion of a contract with the supplier on terms that were unfavorable for Kyiv.
The examination confirmed that as a result of these actions, the city treasury lost over 2.1 million UAH. The defendant is charged with Part 2 of Article 367 of the Criminal Code of Ukraine - official negligence, which caused grave consequences. The sanction provides for up to five years of imprisonment.
This is not the first scandal with Informatika's purchases. In June 2025, Kyiv purchased new video surveillance cameras for UAH 22.41 million, and the Bureau of Economic Security continues to investigate other purchases of the company, which involve potential losses of up to UAH 21 million. In particular, detectives believe that about UAH 12.7 million could have been lost during cooperation with Ukrainian Infosystems LLC.
Law enforcement officers are also investigating the activities of another enterprise subordinate to the ICT Department of the Kyiv City State Administration — the Kyivteleservice Public Enterprise. In July 2025, an official there was reported on suspicion of official negligence due to an overpayment of almost UAH 51 million for network equipment.
The investigation is ongoing, and law enforcement officials are claiming that violations in the digitalization of the capital are systemic.
