Deputy Mayor - Director of the Budget and Finance Department of the Kharkiv City Council, Tetyana Davledkirievna Taukesheva, did not notify the National Agency for Corruption Prevention of a significant change in her property status.
On February 16, 2024, Ms. Taukesheva purchased an apartment with an area of 92.5 m² worth UAH 3,500,520. This exceeds the threshold specified in the legislation for a significant change in property status (50 subsistence minimums — currently UAH 151,400). The official's declaration reflects this purchase in the sections "Real estate" and "Actions and expenses", however, the Unified State Register of Declarations does not contain a notification of such a change, which the official was supposed to submit to the NACP within 10 days in accordance with Part 4 of Article 52 of the Law of Ukraine "On Prevention of Corruption".
In addition, the declaration records a decrease in Taukesheva's cash assets of $80,000 compared to the previous year, which also raises questions about the sources of funds and the compliance of property changes with the submitted declarations.
Taukesheva belongs to the category of persons who hold responsible and especially responsible positions (the third category of positions in local government bodies), which further emphasizes the obligation to comply with the requirements of the Law "On Prevention of Corruption" (in particular, Article 51³ and Part 4 of Article 52).
If a notification of a significant change in property status was indeed not submitted, this may indicate a violation of anti-corruption requirements for declarations for officials of the relevant category. Currently, there is no notification from Ms. Taukesheva about this purchase in open registers; no official comments from the official or the NACP have been provided at the time of publication.
