Deputy Minister of Economy for Digital Development Oleksandr Tsybort declared cash savings and assets worth over UAH 19 million. The official's declaration includes a significant amount of real estate in the Khmelnytskyi region, family business ties closely intertwined with the rental and trade sectors, as well as expenses and assets that raise questions from anti-corruption experts.
The main part of Tsybort's declared real estate is located in the city of Netishyn. From 2013 to 2017, he acquired several land plots with an area of 309 to 1,000 sq. m. The price of two of them — 117 UAH and 1,311 UAH — may indicate an undervalued value, which requires additional verification. In 2015, Tsybort purchased a residential building with an area of 154.5 sq. m., the cost of which is not indicated at all. The official also owns a share in an apartment, co-owned by his relative and family business partner Natalia Timershayehova.
Timershayehova is a key figure in the joint businesses of the Tsybort family. She owns the company “Nadiya” from Ostroh, which specializes in the rental and operation of real estate. Until November 2025, the director of the company was the official’s relative, Tsybort Natalia Serhiivna, and now the company’s representative is Serhiy Tsybort — presumably the father of the deputy minister. Tsybort himself indicates the city of Ostroh as his place of residence, but he does not have a single declared property there.
Since 2024, Tsybort, his wife, and daughter have been using an apartment in Kyiv owned by his mother. In parallel, the family has been renting housing in Poland since 2022, but the rental expenses are missing from the declaration — this also raises additional questions about the completeness of the data provided.
The official does not own a car, but since 2023 he has been using a 2021 Tesla Model Y worth over UAH 1 million. The car belongs to Natalia Sizova, who owns the company "Ostrog-Resurs", which again connects the official with the local business environment of Ostroh.
The financial part of the declaration attracts the most attention. Tsybort declared $350,000 and €50,000 in cash, as well as additional funds in bank accounts. His wife keeps another $40,000 in cash. In total, the family's savings exceed UAH 19 million. Separately, the official owns shares of Tesla Inc worth UAH 95,000 and Shopify Inc worth UAH 58,000.
During his year of work at the Ministry of Economy, Tsybort received UAH 508,000 in salary and UAH 38,000 in income from entrepreneurial activity. His previous sole proprietorship, registered in Ostroh, specialized in computer programming. Tsybort's wife, Valeria, received about UAH 7,000 in social benefits and UAH 9,000 in income from entrepreneurship, conducting online trading through an individual proprietorship registered in the village of Lokachi in Volyn.
Anti-corruption experts draw attention to discrepancies between the family's official income and the amount of declared assets, as well as understated real estate prices, lack of data on rentals abroad, and extensive business connections of the official's relatives in Ostroh and Netishyn. These circumstances may require additional legal assessment.
