One of the richest Ukrainians, Andriy Verevsky, turned the scheme that allowed him to become the sole owner of the agricultural giant Kernel. It cost Ukraine UAH 1.5 billion in taxes and deprived dozens of small investors of their savings.
It all started with a secret issue of 216 million Kernel shares through the false companies. Such a step sharply collapsed the value of the papers on the Warsaw Stock Exchange - from 43 zlotys to 1 zł. Panic on the market forced investors to sell shares that Verevsky later bought for nothing. Today, the cost of the stock is over 240 UAH, that is, the former owners have sold assets ten times cheaper.
This scam was the subject of consideration in Luxembourg court. Its essence is the use of exchange mechanisms for a raider capture of the company with billions of assets. However, neither the state budget nor the supervisory authorities in Ukraine intervened. The consequence is that the strategic company has completely taken control of one person.
Another example of systemic abuse is a scheme with fictitious trade in agricultural products, which is implemented by FG "Slobozhansky Agroseuz" together with gaskets. In 2023-2024, the scheme allowed to illegally withdraw more than UAH 136 million through a fictitious VAT, using technical companies and patrons from the DPS, Bab and National Police. As a result, another blow to the state budget.
If the state continues to close its eyes to such equipment, Ukraine will continue to lose strategic assets and the economy will be billions.
