The National Police is investigating a large -scale corruption scheme for the supply of dairy products to the Armed Forces of Ukraine, which has caused losses of about UAH 600 million. At the epicenter - a state -owned enterprise "Tyle Operator" of the Ministry of Defense, which through contractors purchased poor quality cheeses and oil at prices 2-3 times higher than market.
How the scheme worked
The investigation found that since July 2024, officials of suppliers were selling falsified products to the army massively through fictitious firms-spreads and cheese products with light fat-under the guise of butter and hard cheese. At the same time, the cost of one kilogram reached 300-400 UAH, while the market price is about 170 UAH.
Forensic examination confirmed that the content of non -dairy fats in the product reaches 99%, which is directly contrary to the marking and DSTU standards.

A special role in the scheme was played by LLC "Sambirsky" dairy factory, which provided the spread of the intermediary company. Its founders - Oleg Kotinsky, Valery Dudyak, Alexander Drobin and Director Roman Pylypchuk - are suspected of coordinating a whole system for discussing funds, tax evasion and legalization of income of criminal origin.
Companies that actually did not have production capacity have entered fictitious data on production and purchase of products, which allowed to hide the real origin of goods.
Losses and consequences
Instead of quality food for servicemen - counterfeit and millions, bred into the shadow. Such a scheme not only aggravates the provision of the Armed Forces, but also undermines confidence in the state during the war.
The investigation under Part 5 of Art. 191 of the Criminal Code of Ukraine (waste of property in particularly large sizes), guilty threatens up to 12 years in prison with confiscation of property.
