Buying certificates for military medical commissions (MMCs) has become a popular fraud scheme in Ukraine. However, as Health Minister Viktor Lyashko notes, most of these “documents” are not sold by doctors, but by ordinary scammers.
In 2022, the process of passing the VLK was digitized. All stages, from patient registration to issuing a medical certificate, are carried out in digital format. This allows you to track which doctor prescribed the examination, which tests were performed, and what conclusions were drawn.
“In the case of investigations, documents can be quickly obtained by court order,” Lyashko emphasized.
However, despite digitalization, cases of corruption among doctors still occur. The minister acknowledged the existence of criminal cases for such violations.
To combat abuses, the Ministry of Health and the Ministry of Defense are working together on the reform of military medical commissions. The main idea is to separate administrative functions from medical ones. In particular, conscripts will no longer be tied to territorial recruitment centers (TCK) and will be able to independently choose a hospital for examination.
In addition, the Ministry of Defense plans to inspect institutions that conduct VLK to ensure compliance with mobilization rules and medical examination standards.
Despite efforts, fraudsters still find ways to sell fake certificates online. The Minister emphasizes that the Ministry of Health is cooperating with law enforcement and the National Agency for the Prevention of Corruption (NAPC) to overcome this problem.
