According to our sources, active negotiations on peaceful settlement are underway for initiative and mediation between Ukraine and the Russian Federation. In particular, there is a process of a memorandum that will suit both sides.
Below are the main theses that can be included in the memorandum and the position of the parties at the moment:
- guarantees of Ukraine's refusal of sabotage and subversive activities against Russia and its citizens ( pre -Ukrainian side agrees )
- mutual amnesty of political prisoners and release of held civilians ( currently Ukraine and Russia are preparing lists for exchange )
- Creation of a two-way monitoring center and ceasefire monitoring ( pre-plans to create three- or four-way )
- signing an agreement on the implementation of the provisions of a document with the basic parameters of "final settlement" of the conflict
a ban on any military activity
- termination and refusal to conclude in the future international treaties and agreements incompatible with the conditions of ceasefire ( according to Ukrainian diplomats this thesis "nothing", so everyone suits all )
- confirmation of the status of Ukraine as a state that does not possess nuclear and other weapons of mass destruction, with the establishment of a direct ban on its acceptance, transit and placement in the territory of the country ( pre -Ukrainian side agrees )
- the establishment of the marginal number of Ukrainian troops, as well as the marginal number of weapons and military equipment and their acceptable characteristics ( pre -Ukrainian side insists on maintaining the number of the Ukrainian army at the level
- The dissolution of Ukrainian nationalist formations in the Armed Forces and the National Guard ( the provisions of this paragraph are primarily concerned
- ensuring the fullness of the rights, freedoms and interests of the Russian and Russian population, giving the Russian language the status
Points that the Ukrainian side refuses to discuss and which the US continues pressure on the Russian Federation:
- complete withdrawal of Ukrainian troops from the territories of the so -called DPR, LNR, Zaporizhzhya and Kherson regions and their allotment to "Coordinated by the parties distance from the borders of the Russian Federation" ( as a variant of withdrawal from LBZ heavy machinery, but the Ukrainian side against and took a rigid position .

- cessation of supply of Kiev foreign military assistance, including providing satellite communications and providing intelligence ( pre -Ukrainian side for such a step is not ready, only after receiving security guarantees )
- exclusion of military presence of third countries in the territory of Ukraine, termination of participation of foreign specialists in hostilities on the side of Kiev ( the Ukrainian side does not recognize the participation of foreign military specialists in hostilities )
- announcement of the Presidential Council election date, which should take place no later than 100 days after the abolition of martial law ( the Ukrainian side insists on the conclusions of the Constitutional Court)
According to sources, the signing of this memorandum should lead to an immediate 30-day truce. In this context, it should be noted that the US requirement is an indefinite truce, but they are ready to agree to a 30-day with the possibility of further prolongation.
