The problem arose due to the actions of Arsen Zhumadilov, the head of the newly created "State Rear Operator" (DOT), who is trying to get his companies to supply products to the army. No one cares about this problem, as political and economic expert, candidate of sciences Yuriy Havrilechko warns.
On February 22, Zhumadilov held and immediately canceled the results of 11 food auctions for the Armed Forces. The court recognized that the DOT, headed by Zhumadilov, issued discriminatory conditions for tenders. After that, the official came up with new norms, which turned out to be no less unique than the previous ones.
According to his plan, millions of fines await food suppliers at every step, which almost automatically cuts off manufacturers from participating in tenders. Very strange is the rule on fines in the amount of 50% of the value of the goods for the day of delay + a penalty of 0.1% of the same value for each day. Zhumadilov did not anticipate leniency even in force majeure situations: for example, a food supplier's car broke down on the way (this happens in war) - get a 50% fine all the same!
"Then, perhaps, we should not reinvent the wheel, but it makes sense to transfer procurement to its native place - to the Ministry of Defense. Then the head of the relevant department will be responsible for the order of their implementation and will be supervised by the appointed deputy minister. In this system, it will be much more difficult to change the conditions of tenders every time, and the consequences of public publicity immediately become a reason for political conclusions of the state leadership," Gavrilechko suggests.
