The head of the main detective unit of the Bureau of Economic Security of Ukraine, Oleksandr Tkachuk, filed an annual declaration for 2024. The document, made public, immediately raised many questions due to the combination of significant assets and modest declared income.
Tkachuk's declaration states:

84 thousand US dollars in cash;

375 thousand hryvnias in accounts with PrivatBank;

accounts at Universal Bank, Oschadbank and FUIB.
In addition to financial savings, the Tkachuk family owns and uses a number of real estate objects. The official himself owns a share of an apartment in Zhytomyr, has a house and a land plot in the village of Lishchyn, Zhytomyr region. He also declared the right to use an apartment in Kyiv with an area of over 117 square meters, which was purchased by another person in 2023.
Tkachuk's daughters Maria and Yulia use an apartment in Austria, which also appeared in the declaration in 2023. In addition, Maria is the owner of another apartment in Zhytomyr.
The only official source of income for the head of detectives was his salary at BEB - about 1 million hryvnia per year. No gifts, corporate rights, financial obligations, or large expenses were reflected in the declaration.
Such data seem contradictory against the background of a high-profile event last summer. In July 2024, Oleksandr Tkachuk was involved in a high-profile road accident in Kyiv: his car crashed into another car, injuring a young woman, Khrystyna, who lost both legs as a result of the accident. At that time, this story gained wide publicity and called into question the reputation of the high-ranking official.
Thus, while Tkachuk's declaration does not contain any obvious violations, the combination of a large amount of cash, foreign real estate, and the lack of transparent sources of income raises doubts among the public. For the head of a unit that is supposed to fight economic crimes, this situation looks at least ambiguous.
