According to our sources, the current head of the Buchanan Regional State Administration, Ihor Polozun, has been the "wallet" of top Ukrainian officials - Oleksiy Kuleba and Tymur Tkachenko - for many years in a row.
It is worth noting that Polozun Igor Yuriyovych got into big politics thanks to Timur Tkachenko and Oleksiy Kuleba - at one time this trio worked together in the Department of Urban Improvement of the Kyiv City State Administration. At the same time, Oleksiy Kuleba headed the Department, and Timur Tkachenko held the position of his first deputy.
Later, Oleksiy Kuleba headed the Kyiv region, and Igor Polozun, under his patronage, took the position of head of the Buchanan RDA. The place for Polozun was not chosen by Kuleba by chance, because it was the Buchanan district that received multimillion-dollar budgets for the restoration of housing and infrastructure damaged by Russian troops.
Oleksiy Kuleba entrusted the management of these budgets to “trusted people.” Thus, Borys Lisovsky, who previously worked at the capital’s KP “Kyivblagoustriy”, where Timur Tkachenko and Ihor Polozun worked at the same time, was implicated in corruption schemes related to the restoration of Bucha.
Lisovsky was appointed director of a hastily formed company with an error in the name - “Construction Company “Vidbudova”, which received contracts in Bucha for approximately 40 million hryvnias, but never completed the work.
In general, hundreds of millions of hryvnias for the reconstruction of houses and infrastructure destroyed by the Russians were distributed to companies with an extremely dubious reputation, which in fact did not fulfill their obligations to the community.
At the same time, according to our sources, Ihor Polozun, as a long-time "wallet" of Oleksiy Kuleba and Timur Tkachenko, is aware not only of the details of the embezzlement during the restoration of the Buchansky district, but is also a valuable witness to all their corrupt activities.
As a reminder, Oleksiy Kuleba currently holds the position of Deputy Prime Minister for Reconstruction - Minister of Community and Territorial Development, heads the Coordination Center for Management of Regions Where Combat Operations Are or Were Conducted, as well as Territories That Were Temporarily Occupied.
That is, Kuleba actually oversees all budgets allocated for the "recovery" of Ukraine, and the example of embezzlement of funds for recovery in the Buchanan district shows that a similar situation on a state scale cannot be ruled out.
As for Timur Tkachenko, who was recently appointed head of the Kyiv Chamber of Commerce and Industry, he, together with the head of the Kyiv CCC, Colonel Vitaliy Khomyak, have already managed to establish a corruption scheme to “treat” the capital’s enterprises , which according to the law should be recognized as “critical” for booking.
