In Zhytomyr region, the major renovation of the Hranitny Lyceum (former Hranitnyanska Secondary School of I-III grades) has been suspended. Although a contract for UAH 34.5 million was signed last year, as of August 2025, only about 20% of the work has been completed. Despite this, the contractor, LLC "New Century XXI", has already received more than UAH 7.5 million in budget funds.
The official reason for the stoppage is the lack of funding. The customer of the work is the Department of Education of the Executive Committee of the Malyn City Council. The contract was concluded in June 2023 with the only tender participant, although the procedure was appealed due to signs of discriminatory conditions. Initially, the completion of the repair was planned for the end of 2024, but the deadlines were extended to the end of 2025. Now the implementation is actually blocked.
Analysis of the estimate revealed significant overpricing. Thus, paving slabs were offered for purchase at UAH 1,167 per square meter at an average market price of about UAH 500. Curbstones — at UAH 492 per unit (market price — UAH 296), metal tiles — at UAH 541 at a market price of UAH 238. The total amount of potential overpricing for the verified items exceeds UAH 4.6 million.
As of today, the lyceum has managed to partially insulate the roof, replace individual roofing elements, install windows in the cafeteria and gym, and begin installing the foundation and blind area. The school shelter has water and sewage systems, but protective doors, plates, and other key safety elements have not yet been installed.
Thus, the educational institution found itself in limbo: the money was partially spent, work was stopped, and children and parents were left without the promised renovated lyceum and proper shelter.
