In addition to the state audit and the Security Service of Ukraine, the Antimonopoly Committee of Ukraine and the Prosecutor's Office of the Chernihiv Region also participated in the testing of municipal enterprises of the Chernihiv Regional State Administration.
The editorial staff of our publication has documents at its disposal that indicate the interest of law enforcement agencies in violations during the conduct of tenders by the Department of Capital Construction of the Chernihiv Regional State Administration in 2019.
We remind you that during that period, the region was headed by Oleksandr Mysnyk, who currently holds the position of director of the State Enterprise “Agency of Local Roads of Chernihiv Region”, and occupies an office next to Yaroslav Slesarenko. According to the news portal NENKA INFO , Oleksandr Mysnyk received “kickbacks” of UAH 69 million only for the period 2023-2024, and Yaroslav Slesarenko is being questioned by the SBU as part of an open criminal case on corruption.
Regarding the 2019 tenders, the decision of the Antimonopoly Committee of Ukraine No. 60/100-р/k recognized that LLC "N. Siversky Shlyahovyk" and LLC "Leeds Trade" (previous name - LLC "Ditel") committed a violation of the legislation on the protection of economic competition, in the form of committing anti-competitive concerted actions related to the distortion of bidding results, during participation in the tender procurement procedure.
The Chernihiv Regional Prosecutor's Office has established the existence of grounds for representing the interests of the state in the budgetary sphere to declare invalid the contract No. 13 on the purchase of goods for state funds, concluded between the Department of Capital Construction of the Chernihiv Regional State Administration and LLC "N.-Siversky Shlyahovyk", as contrary to the interests of the state and society.
