On June 19, at 12:00 p.m., the Verkhovna Rada was supposed to hear Prosecutor General Kostin's explanation regarding the investigation into his deputy Dmytro Verbytskyi. "Schemy" found out that the official's girlfriend bought a car and real estate for 52 million hryvnias this year, although in the last 10 years she herself officially earned 360... no, not millions, but thousands of hryvnias.
I am sure that the money was stolen.
But it turned out that Kostin did not come to the Council. Do you have questions about how this happened?
The story is as follows:
Verbytsky took office in September 2022, having previously worked in the investigative bodies of Odesa and Mykolaiv regions, in particular, he was the deputy head of the Odesa Regional Prosecutor's Office. In the Prosecutor General's Office, Verbytsky deals with issues of combating economic crimes, tax evasion and investment protection.
"Schem" journalists recently reported that Verbytsky settled in a house in the elite cottage town of "Konyk" in Kyiv, which his nephew purchased by proxy from an Odessa businessman for over 2 million hryvnias. This amount is 6 times lower than the market value. It is worth noting that the SBI has previously opened criminal proceedings against the developer company of this cottage town, the procedural management of which is carried out by the Office of the Prosecutor General, where Verbytskyi is the deputy head. Recently, no investigative actions have been conducted in this case, and the arrests on the property of the developer have been lifted.
The story prompted reporters to investigate other property owners in the cottage town. They turned their attention to the more luxurious neighboring estates on the banks of the Konyk River, each of which has a market value of about 48 million hryvnias. It turned out that the owner of one of them in May 2024 was Khrystyna Ilnytska, with whom the officially divorced Verbytskyi is in a relationship. They themselves confirm this, not refuting this fact in a comment to "Schemes", as well as Ilnytska's publication on social networks.
In addition, journalists discovered that a few months ago, Ilnytsia bought a 2023 Porsche Macan T car worth $100,000 (about 4 million hryvnias). On the day of the purchase of the estate from Konik, they were traveling together in Kyiv in this car, which was recorded by video surveillance cameras. At the same time, Ilnytska's own total income, reported to the state for the past ten years, amounted to slightly more than 360 thousand hryvnias.
The question arises: where did Khrystyna Ilnytska get the money for a new Porsche and an estate worth more than a million dollars?
Khrystyna Ilnytska is known in the network mainly as a specialist in renting and selling yachts. At the same time, she can also be found in several videos where she acts as a psychologist. For example, during the coronavirus pandemic, Ilnitskaya gave advice on how to survive the post-coronavirus period on a pro-Russian TV channel. Despite the fact that Ilnytska often publishes videos where she walks on expensive yachts, her official income is quite modest.
According to the information of "Scheme" sources, Ilnytska's official income for the last 10 years amounted to only 360 thousand hryvnias, and in the last three years she did not officially earn a penny.
Recently, her property status has improved significantly. Until the beginning of this year, Ilnytska owned only an apartment in a residential area of Kyiv, purchased in 2020, and a Mercedes car, purchased in 2021. However, already in February of this year, on the eve of her birthday, she became the owner of a brand new Porsche Macan T 2023 car, the cost of which is almost 4 million hryvnias (100 thousand dollars).
The day after the purchase, the cameras of the MIA system recorded speeding behind this car. Since that time, Ilnytska often publishes videos where she drives this car, for example, coming to a beauty salon.
At the same time, the question arises: where could Ilnytska get 100 thousand dollars for a car, if her official income for the last decade was only a tenth of this amount?
In the same period, when Ilnytska bought a new car, one man started appearing in her social networks. For example, in a video from February 2024, she is dancing on a tennis court, and a man appears behind her, whom journalists could not identify at first. However, in other videos and photos from the same February, where Ilnytska plays tennis, Deputy Prosecutor General Dmytro Verbytskyi appears in the frame. He is currently not married - he officially divorced last year.
The photo from the cameras of "Safe City" for April and May of this year shows the same Porsche bought by Ilnitskaya in February. Dmytro Verbytsky is sitting in the passenger seat next to Ilnitskaya. In another photo, he is already driving the car himself.
In other photos published by Ilnytska, she and her son are in the company of Verbytskyi's nephew Yevgeny. This is the same nephew who, under a power of attorney, bought real estate in the cottage town "Konyk" for an Odessa businessman at an undervalued price, where the deputy prosecutor general himself later settled.
On May 1 of this year, Khrystyna Ilnytska became the owner of real estate in the Konyk cottage town. The cameras of the "Safe City" again recorded her driving a Porsche together with Verbytsky on the day of the purchase of the cottage.
This is a three-story cottage on the banks of the Konik River. On the first floor there is a living room with a home cinema, Italian furniture, a fireplace and a wardrobe. On the second floor - a bedroom with oak parquet and heating, two separate wardrobes. There are two terraces on the third floor. The promotional video shows that you can admire the scenery from your own sauna or hot tub on the terrace.
How much does such a house cost? On specialized sites, you can find an advertisement for the sale of a similar cottage in the same town for almost 1.2 million dollars, which is approximately 48 million hryvnias. However, "Schemy" received a contract of sale of this house, which states that Ilnytska paid only about 2 million hryvnias for it (1.9 million for the house and 200 thousand for the land), which is 24 times less than the market value.
How can such a large difference between the actual value and the contract price be explained? Real estate expert Yevgeny Polunov explains that usually the parties in sales contracts indicate lower prices in order to reduce the tax burden.
According to the expert, the state could receive about 3.5 million hryvnias if the real market value of the cottage was specified in the contract of sale.
"That is, it is a 5% personal income tax, a military levy and a pension fund from the contract of sale of the house, the buyer would have to pay it, well, quite somewhere - 3.5-3.6 million hryvnias. And it turned out, as I understand it, if we take this contract, which you mentioned, about 160 thousand hryvnias," concluded Polunov.
"Schemes" contacted the real estate seller to ask why they decided to sell the house at such an undervalued price.
- Why did you agree to sell the house for 2.1 million hryvnias to Khrystyna Ilnytskaya? - asked Zhanna Mazina, the former owner of the cottage in "Konik", sold to Khrystyna Ilnitskaya, journalist "Schem" Georgy Shabaev.
- I do not answer these questions , - answered Mazina.
– Why?
– Excuse me. I don't know who you are.
– I can show you my ID card, you can verify that I am a journalist.
– This is a pointless contract… talk, sorry.
At the same time, Khrystyna Ilnytska did not have official income to purchase property in the Konyk cottage town - neither at the price specified in the contract, nor at the market value, which was 24 times higher. Her cottage is located next to the townhouse where Deputy Prosecutor General Dmytro Verbytskyi officially lives. On the day they bought the cottage, they were together and driving around in her brand new Porsche worth about $100,000. In social networks, Ilnytska publishes joint photos and videos with Verbytskyi, which may indicate their relationship.
The question remains: where could the couple get tens of millions of hryvnias for this property? Before the release of the material, it became known that on May 29, Ilnytska gifted a house to her mother and registered as a non-profit organization with the main activity of renting out water vehicles. Despite the redecoration of the house, Ilnytska continues to publish photos and videos from it.
In the video, Ilnytska arrives at the beauty salon in a new Porsche. In the story for May 31, she says that she is often asked who gave her this salon. She replies that "collaboration" is not an option, and it's nice to hear that followers believe she bought it herself.
Journalists asked the Prosecutor General's Office to comment on the situation. Verbytskyi replied that he had known Ilnitskaya since the end of 2022, their relationship was not of a family nature, and he did not participate in her acquisition of property. As for the car, he noted that he only got behind the wheel a few times with the owner.
In a written response, Ilnytska noted that she had known Verbytskyi since the end of 2022, and their relationship was friendly. She added that at the moment she lives with her son and mother and men are not involved in the purchase of her property. When asked about her income, Ilnytska answered that she received the money from her ex-husband and an unnamed boyfriend with whom she was involved in the yacht business, and who left her assets after the breakup.
The woman did not provide more evidence, but journalists found in open sources that in 2021 she published a photo with businessman Oleg Solodukhov, who left for Russia and became a citizen of this country. In his comment, Solodukhov noted that he did not leave her significant assets.
"Schemes" established the identity of another man - Yuriy Vasyliovych Pryimak, who died in 2020. Ilnytska received a salary from his company. She does not comment on whether it is about him. It is difficult to determine whether Pryimak had enough income to leave her a substantial inheritance, as his firm reported losses.
The widow of the late businessman Yury Pryimak confirmed to journalists that he made a will for Khrystyna Ilnytska, but later canceled it. "He canceled it. First wrote, then canceled. She did not inherit anything legally. According to the documents, none of the property that belonged to him was transferred to her," Nataliya Pryimak said. "Schemes" managed to find confirmation of her words: Priymak's will was notarized at the end of 2019, but it was canceled in the summer of 2020. This was confirmed by sources from the Inheritance Register.
Ilnytska replied to "Schemes" about the cottage, which she purchased under the contract 24 times cheaper than the market value, as a result of which the budget could not receive more than 3 million hryvnias in taxes: "As for the price of the house, these are personal agreements with the seller, because he is interested in me in the yacht industry We had a preliminary contract, which was executed. After its execution, the house was bought at cost price." However, journalists did not find any previous contracts in the registration file of this house.
As for the Porsche, Ilnytska said that she bought it without outside help. She planned to give her Mercedes to her son, but he "didn't like it", so she sold it in May this year and plans to buy another car. The woman did not want to answer about the beauty salon.
In the end, Ilnytska wrote to "Scheme" with threats: "If I hear slander against me, I will take measures against your publication and specifically against you."
Journalists relied on official data on Ilnytska's income, which earned only 360,000 hryvnias over the decade. Has she really been gifted with money and assets in the past and how much, would that be enough to buy a 48 million house, a 4 million hryvnia Porsche and maybe a beauty salon? Are there too many gaps in this version?
How can the society be sure that this is in no way connected with its relations with the deputy general prosecutor of Ukraine? A comprehensive answer to this question can only be given by law enforcement officers who are not under the influence of a potential person involved in the investigation.
After investigating the schemes, other media outlets picked up on the situation and published a series of investigations
So, what does the alleged life partner of the prosecutor do and how does she earn?
According to open data, back in 2017, Khrystyna created a questionnaire on the casting website, where she listed herself as a professional dancer, aspiring singer, as well as a professional actress and model. However, already in 2020, the "Royal River" yacht club appears, where Ilnytska is called the founder.
And all this, despite the fact that Ilnytska registered her FOP only about a week ago, and other firms that she would be the owner of are not listed on the YouControl analytical platform. According to the information that StopCor received from the tax service, the total official earnings of Ilnytska since 2015 amounted to only 364 thousand hryvnias.
The site, where you could view the list of services and ships for purchase or rent, is not working. Instead, there is a YouTube channel , where almost all videos are devoted to how Ilnytska relaxes on yachts or at themed parties.
Regarding the legal aspect of the situation
Control bodies should pay attention to Khrystyna Ilnytska. In particular, they may be interested in the origin of funds for luxury accessories, clothing, leisure and luxury cars, which may be related to Dmytro Verbytskyi. For example, the Dior handbag, with which Ilnytska appeared in a photo on social networks, is sold on marketplaces for 6.5 thousand dollars, and she has two of them - in different colors, which is more than 500 thousand hryvnias. Another bag is a Birkin for almost 28 thousand dollars, i.e. more than a million hryvnias.
current legislation , in particular the official website of the NAZK, in Chapter 3 "Family members of the subject of declaration" and Article 46, determines that the members of the family of the subject of declaration can include any persons who lived together with the subject object of declaration, were connected with him by common life and had mutual rights and obligations as of the last day of the reporting period. This is possible under the condition of cohabitation for 30 calendar days before the last day of the reporting period or a total of at least 183 days during the year. This also applies to persons who lived together with the subject of the declaration, although they were not married.
Meanwhile, posts with attempts to "smear" Ilnytska and Kostin have already appeared on Telegam and on Vlada Molchanova's website.
