In Lviv, employees of the Territorial Procurement Centers (TPC) detained a volunteer who was providing assistance to the military. The incident caused serious outrage among members of the public, especially given that volunteers play a key role in supporting the armed forces during a difficult period for the country.
An internal investigation was ordered into the incident. Lubinets appealed to the military command authorities to strengthen control and strictly adhere to the requirements of the law during mobilization activities.
The Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, reacted to the detention in Lviv by representatives of the CCC of a local volunteer, Kyrylo Taran. The Ombudsman stated that he was outraged by yet another fact of the harsh detention of a conscript. He wrote about this in Telegram on Sunday, March 17.
Lubinets reported that his representative in the Lviv region, Taras Podvirny, responded to the situation.
“As soon as he learned about the incident, he arrived at the Shevchenko RTCC to clarify the situation on the spot. The head of the RTCC also arrived here. My Representative was given unhindered access to documents on Kyryl Taran,” Lubinets said.
According to him, a meeting was held with the regional CCC, during which it was decided that Kyrylo Taran should undergo a re-examination. Based on the results of the man's new medical examination, the regional CCC should make a decision.
The Ombudsman added that the head of the Lviv Regional CCC and SP Artur Niyazov agreed that there was a violation in the detention of the conscript. An internal investigation was ordered into the incident. The perpetrators were promised to be held accountable.
“I emphasize once again that the forcible detention of conscripts, beatings, threats, and intimidation are unacceptable, this should not be the case in our democratic society,” Lubinets said.
In addition, he appealed to the military command bodies to strengthen control and strictly comply with the requirements of the law during mobilization measures, military registration of citizens, and their passage through the VLK.
On March 15, representatives of the CCC and the SP in Lviv grabbed volunteer Kyrylo Taran in the middle of the street and forcibly pushed him into a bus. A video of the man's detention was shown by his wife, Violetta Taran. There was no summons served.
According to the woman, the man was beaten, his personal belongings were torn, and his glasses and phone were broken.
Taran refused to undergo the VLK due to health problems. The man did not have any medical documents with him that would confirm this. In the morning, he was sent to a military unit at a training ground in Rivne.
