In Lviv, employees of Territorial Procurement Centers (TCC) detained a volunteer who provided assistance to the military. The incident caused serious outrage among members of the public, especially given that volunteers play a key role in supporting the armed forces during a difficult time for the country.
An official investigation was ordered into the incident. Lubinets appealed to the military command bodies with a request to strengthen control and to strictly comply with the requirements of the legislation during mobilization activities.
Human Rights Commissioner of the Verkhovna Rada of Ukraine, Dmytro Lubinets, reacted to the detention in Lviv by representatives of the TCC of local volunteer Kyryl Taran. The ombudsman said that he was outraged by another fact of harsh detention of a conscript. He wrote about this in Telegram on Sunday, March 17.
Lubinets said that his representative in the Lviv region, Taras Podvirnyi, reacted to the situation.
"As soon as it became known about the incident, he arrived at the Shevchenkiv RTCC to find out the situation on the spot. The head of the RTCC also came here. My representative was given unimpeded access to the documents on Kyryll Taran," said Lubinets.
According to him, a meeting was held with the regional TCC, during which it was decided that Kyrylo Taran should re-pass the VLC. According to the results of a new medical examination of the man, the regional TCC must make a decision.
The ombudsman added that the head of the Lviv regional TCC and SP Artur Niyazov agreed that there was a violation when the conscript was detained. An official investigation was ordered into the incident. They promised to bring the culprits to justice.
"I emphasize once again that forceful detention of conscripts, beatings, threats, intimidation are unacceptable, this should not be the case in our democratic society," said Lubinets.
In addition, he appealed to the military command bodies to strengthen control and strictly adhere to the requirements of the law during mobilization activities, military registration of citizens and their passing through the VLK.
On March 15, representatives of the TCC and SP in Lviv grabbed Kyryl Taran, a volunteer, in the middle of the street and forcibly pushed him into a bus. The video of the man's arrest was shown by his wife Violetta Taran. At the same time, the summons was not served.
According to the woman, the man was beaten, personal belongings were torn, glasses and a phone were broken.
Taran refused to undergo the VLK due to health problems. The man did not have any medical documents to confirm this. In the morning, he was sent to the military unit at the training ground in Rivne.
