Dmytro Nazarenko, who had been the first deputy head of the Kyiv Regional Military Administration (KOVA) since January 2018, has ended his career after a long period of service under seven different leaders. The news caused a significant resonance, especially due to numerous allegations of corruption and problems with tenders.
Nazarenko began his career in the position under Oleksandr Gorgan and continued to work with the following regional leaders: Oleksandr Tereshchuk, Mykhailo Bno-Ayrian, Oleksiy Chernyshov, Vasyl Volodin, Oleksandr Pavlyuk, and Oleksiy Kuleba. During these years, Nazarenko became a figure around whom many questions arose.
Of particular interest in the media was information about Nazarenko's alleged connections with Andriy Kukovenko, director of LLC "AMK Rem-Bud". According to sources, Nazarenko is Kukovenko's godfather, and his company regularly won tenders for the repair, construction and maintenance of roads and infrastructure facilities. As a result, LLC "AMK Rem-Bud" has spent more than a billion budget hryvnias.
Another important figure is Ruslan Nychyk, head of the Kyiv region's highway service, who, according to journalists, is a mutual friend of Kukovenko and Nazarenko. This triad has raised suspicions of corruption schemes and opaque procedures for selecting contractors.
Dmytro Nazarenko is also suspected of having ties to the company Nidcom, which received significant orders for the renovation of medical institutions in the Kyiv region, earning about 250 million hryvnias. This has raised suspicions of possible corruption schemes, where Nazarenko could have received significant kickbacks.
Of particular note was a scandalous procurement in the spring of 2023, when KOVA spent 40 million hryvnias on questionable medical purchases, including a tomograph worth 44.5 million hryvnias. This purchase, according to sources, was approved at the highest level in KOVA, including with the participation of Nazarenko.
Despite the fact that Dmytro Nazarenko ended his career as the first deputy head of KOVA, his activities left many questions and suspicions. It is likely that we will hear more than once about his attempts to return to power in order to continue the corrupt practices that have already become part of his reputation.
