The epic with the adoption of the draft law on mobilization continues, writes former Speaker of the Rada, People's Deputy Dmytro Razumkov in his blog on "UP".
“After the government withdrew the shameful bill No. 10378, which outraged society, everyone was waiting for an adequate version, taking into account the needs and position of the military, which would contain answers to the most important and urgent questions. But, unfortunately, the authorities again stepped on the same rake, registering a new version of the law on mobilization (No. 10449). In short, we were all lied to again,” Razumkov notes.
According to him, the key norms that defenders of the country and all of Ukrainian society are most looking forward to did not appear in the draft law. However, the tightening of the screws is very well foreseen there.
“We were promised that there would be no electronic summonses, but in the new bill everything is written specifically for such a system. And let me also remind you that at the beginning of the year, law No. 10062 on “digital slavery” was hastily passed in parliament. Isn’t this preparing the ground for electronic summonses?!
Everyone was reassured that there would be no violations of citizens' rights. But the bill clearly stipulates the blocking of accounts, a ban on driving, and restrictions on traveling abroad and providing consular services for those who did not register on time!
There is no demobilization in the new project. Ephemeral 36 months and the decision of the General Staff are profanation! The decision on demobilization can be waited for indefinitely, besides, 36 months of service somewhere in the west of the country and 36 months near Avdiivka are, to put it mildly, completely different things.
"Also, the new bill does not provide for a clear rotation system, training and provision of a personnel reserve, or financial support for defense attorneys," the People's Deputy writes.
In his opinion, the authorities will definitely not encourage citizens to join the army with such methods. This will lead to the opposite. People will start withdrawing money en masse to prevent accounts from being blocked, and the judicial system will be overloaded, massively stamping cases at the request of the CCC.
“You can also forget about the return of Ukrainians from abroad. The authors of the project encourage them to get another passport and renounce Ukrainian citizenship. By “forgetting” about normal demobilization and rotation, the authorities are demoralizing the defenders who have been fighting at the front for two years. They are physically and morally exhausted. They directly say that they feel like slaves , not understanding when their service will end,” Razumkov emphasizes.
As we can see, the new draft law on mobilization is even worse than the previous one - the authorities plan to lower the conscription age of citizens to 25 years, and to involve the police in issuing summonses. Also, the rights of Ukrainians may be significantly limited if they ignore the summonses, which, among other things, will also come in electronic form. That is, an electronic summons will be considered delivered even if the citizen has not seen it, and registering the conscript's electronic account will be a new obligation for citizens. In addition, the procedure for conducting demobilization has not been disclosed in Ukrainian legislation. Which, in general, is not surprising - on Bankova they want not only to drag as many people as possible to the front, but also to keep them there to the maximum.
