Dmytro Tupikalo, a prosecutor with the Specialized Prosecutor's Office for Defense of the Eastern Region, and his cohabitant, prosecutor Yulia Barabash, have not declared their housing rental expenses in Dnipro for years, reports the anti-fraud project "190".
Dmytro Tupikalo began working at the Specialized Prosecutor's Office for Defense of the Eastern Region in 2023. He previously worked for a long time at the Donetsk Regional Prosecutor's Office. His partner, Yulia Barabash, is a prosecutor at the Slavyansk District Prosecutor's Office of Donetsk Oblast. The couple has two sons.
The family currently lives in a rented apartment of 106 sq. m in Dnipro. Tupikalo hid the start date of the lease, while Barabash indicated the start of the lease in December 2022. However, the couple has not declared housing expenses for several years in a row.
Yulia Barabash is also a co-owner of a 54 sq. m apartment in the city of Mykolaivka, Donetsk region, which she has owned since 2007 together with a relative, probably her mother.
Regarding vehicles, in 2023, Barabash purchased a 2018 NISSAN QASHQAI for UAH 560,000. In 2024, Tupikalo received a 2018 PEUGEOT 301 as a gift from his father, valuing it at UAH 260,000.
For 2024, Tupikalo declared UAH 1.1 million in salary at the Special Prosecutor's Office of the Eastern Region, UAH 57 thousand at the Donetsk Regional Prosecutor's Office, and UAH 19 thousand in social benefits. Barabash received UAH 867 thousand in salary and UAH 16 thousand in social benefits as an internally displaced person.
The family's cash savings amount to $20,000 for Tupikala and $1,000 for Barabash, as well as €5,500 as joint property. Prosecutors do not declare savings in bank accounts. The total amount of declared funds as of the end of 2024 is almost UAH 1.2 million.
