The State Enforcement Service bodies collected UAH 11.6 billion in alimony in January–September 2025, which is UAH 2.65 billion (29.4%) more than in the same period last year. As of October 1, more than 189 thousand people have debts of more than three months; most of them have been subject to restrictions provided for in Part 9 of Article 71 of the Law "On Enforcement Proceedings" - a temporary ban on traveling abroad, driving vehicles, and using weapons.
In terms of regions, the largest number of systemic defaulters was recorded in the Dnipropetrovsk region - 16.2 thousand, followed by Kharkiv - 13.8 thousand, Donetsk - 12.4 thousand, Zaporizhia - 11.1 thousand and Odesa - 9.7 thousand. The fewest debtors were in Chernivtsi (0.7 thousand), Ternopil (0.9 thousand) and Luhansk (0.5 thousand) regions.
The effectiveness of enforcement measures is illustrated by individual cases.
In the Dnipropetrovsk region, after the seizure of funds, the debtor paid UAH 371,000 in alimony and UAH 185,000 in fines; in addition, the budget received almost UAH 38,000 in enforcement fees.
In the Ternopil region, proceedings were completed for over UAH 421,000: after the seizure of funds and entry of data into the Unified Register of Debtors, the entire amount was transferred to the children's mother, and UAH 29,000 in enforcement fees were transferred to the state.
In Kropyvnytskyi, state bailiffs collected over UAH 306,000 (including the fine) after the seizure of accounts and property.
In the Kherson region, full payment of UAH 212,000 in debt and UAH 29,000 in fines was secured; over UAH 21,000 in enforcement fees was sent to the budget.
