According to legislation adopted in March 2023, citizens of Ukraine who previously received the status of “limitedly fit for military service” are required to undergo a repeated military medical examination (MMC) by February 4, 2025. This requirement was established due to the abolition of the status of “limitedly fit”, which now excludes the division of fitness for service into categories.
As explained by lawyer Dmytro Donchak, a repeated medical examination should determine whether a person is able to serve in certain units of the Armed Forces of Ukraine or in military support units. If the health condition has not changed, the conscript will receive confirmation of suitability to perform tasks in specific areas of military service, such as:
- TCC (territorial procurement centers);
- educational centers and institutions;
- logistics, communications, medical and operational support units.
It is important to note that the law has some ambiguity in its wording. In particular, it is unclear whether a person should independently apply for the VLK or wait for a call from the CCK. Some citizens rely on the resolution of the Cabinet of Ministers of Ukraine No. 560, which states that those subject to military service with a current deferment are not required to undergo a medical examination.
However, as the CCC states, the initiative must come from the conscript himself. If the requirement is ignored by the established date, difficulties may arise with the extension of status or other aspects of military registration.
Possible consequences
In case of failure to comply with this obligation, the following penalties are provided:
- minimum — 17 thousand hryvnias;
- maximum — 25.5 thousand hryvnias.
The lawyer advises not to delay the VLK, even if you have a reservation or postponement. This will help avoid legal problems in the future.
The reassessment of fitness for service aims to optimize the accounting of those liable for military service, determine the real possibilities of involving citizens in the performance of official duties, and ensure the proper readiness of the Ukrainian defense system in martial law conditions.
