In times of war, Ukraine continues to improve the mechanism for reserving conscripts to ensure that critical sectors function smoothly. From now on, all medical workers in state and municipal institutions, as well as prosecutors of the Specialized Anti-Corruption Prosecutor's Office (SAP), have received 100% reservation from mobilization.
This is enshrined in the Resolution of the Cabinet of Ministers of Ukraine No. 36 of January 14, 2025, which amended the booking rules. Previously, for example, hospitals could only book 50% of their military-duty employees, but now there are no more restrictions.
Who exactly does the booking apply to?
From now on, 100% of reservations will be received by:
Doctors who work at their main place of work in:
- state and municipal healthcare institutions;
- public health institutions;
- institutions that conduct forensic medical and forensic psychiatric examinations;
- blood centers.

These categories of workers are now officially not subject to mobilization and can perform their professional duties without hindrance.
What has changed for humanitarian organizations and civil servants?
Previously, humanitarian workers were reserved by the Ministry of Reintegration, but now the Ministry of Community Development, Territories and Infrastructure coordinates this process. However, restrictions have been set for them - no more than 50% of military personnel can receive reservations.
Reservations also continue to apply for:
Critical enterprises (energy, defense industry, etc.);
State authorities , in particular, the State Emergency Service, where 90% of employees have reservations;
Civil servants (categories “B” and “C”) , but not more than 50% of the total number.
Starting December 1, 2024, booking requests can be submitted exclusively through the electronic system “Diya”. This significantly simplifies the process, speeds up the processing of applications, and makes the system more transparent.
