Wives of officials from the Cabinet of Ministers, Ukroboronprom and KMDA own luxury real estate in Dubai

According to the international project "Dubai Unlocked", several Ukrainian officials, including those representing the Cabinet of Ministers, KMDA and a defense enterprise, turned out to be the owners of prestigious real estate in Dubai. In order to avoid information about these assets in their declarations, they transferred the property to the names of their wives. However, thanks to the investigation of journalists from the "Schemes" project, this scheme was revealed, and the names of the officials were revealed.

One of them is Vitaly Koblosh, director of the Department of Humanitarian and Social Policy of the Government of Ukraine, whose name is associated with the Wyndham Dubai Marina hotel. His wife, Natalya, purchased one of the large rooms in this hotel in 2018 for $331,000. Koblosh claims that he had no information about this property.

The second official, Viktor Perepelitsa, the head of the office of the scientific and industrial complex "Iskra", also owns apartments in Dubai, but they are not mentioned in his declarations in recent years.

The third official, Dmytro Rakhmatullin, acting head of the KMDA motor vehicle enterprise, purchased 16 apartments in Dubai for $14.5 million, but this information is also missing from his declarations.

These actions of officials are a violation of anti-corruption legislation and may have serious consequences, including criminal liability.

Viktor Perepelitsa's wife owns an apartment in the Burj Vista Tower 1 skyscraper in Dubai since February 2014. This is the date when bloody shootings took place on the Maidan during the Revolution of Dignity. According to the documents, this property with an area of ​​84 square meters is valued at $430,000. However, it does not appear in the official's declaration. As well as rental income, which has exceeded $154,000 since 2018.

In response to journalists' questions, Viktor Perepelitsa claims that he has no idea about the existence of this real estate in his wife's possession. His wife, Olga, also denies any connection with this property. According to their daughter, she bought an apartment in Dubai under a power of attorney from her mother, investing her own funds and not informing her parents.

"My mother was never here. I bought it myself without her knowledge. I just wrote it down for my mother, as I had full power of attorney for her," said Olga Perepelitsa.

Dmytro Rakhmatullin, the head of the communal motor vehicle enterprise of the capital city hall, appeared among the persons who own real estate in Dubai. Already in 2009, he purchased real estate near the island of Jebel Ali. Rahmatullin owns 16 apartments in the Ferretti Luxury Beach Residence skyscraper with a total area of ​​2,255 square meters, valued at $14.5 million. However, this building was never erected.

Regarding this property in Dubai, Rahmatullin declares that he does not own it and believes that he has no property that needs to be declared. At the time of purchasing the apartments, he said, he was working for a private company in the Arab-African region. However, since 2015, he held positions in Kyiv, but during this period he did not include information about this property in his declaration.

Recently, journalists of the "Schemes" project discovered premium real estate in residential complexes of the city of Dubai in the United Arab Emirates, which belongs to former Ukrainian officials, people's deputies, judges and prosecutors. The total cost of these apartments is about 30 million dollars. Among the lucky owners of these expensive apartments, we can mention ex-minister of ecology during Yanukovych Mykola Zlochevskyi, ex-president of "Motor Sichi" Vyacheslav Boguslaev, lobbyist of "YEDAPS" concern and ex-regionalist Vasyl Hrytsak, former judge Artur Yemelyanov and ex-deputy prosecutor of Odesa region Oleg Kornilov.

According to the research, Serhii Chvankin, the head of the Kyiv District Court of Odesa, having revealed himself to be lying, declared his wife's company in the USA, which purchased apartments in Miami. Their cost is 310 thousand dollars or 12 million hryvnias. The real estate was purchased in March 2023, although in the declaration for 2022, the judge noted only 9.7 million hryvnias of income, including his and his wife's salaries.
