The National Anti -Corruption Bureau of Ukraine (NABU) reported a new suspicion of the General Director of the State Enterprise "NGO" Pavlograd Chemical Plant "Leonid Shiman. He is accused of fraud when purchasing alloy steel pipes for the production of engines and combat parts of the alder missile system.
According to the investigation, in 2016, Shiman, together with his accomplices, made seamless pipes at significantly inflated prices at Petroleum & Materials LLC. At the same time, the tender was falsified: the documents of other competitors were forged to ensure the victory of the selected company. As a result of the equipment, the state -owned enterprise paid more than $ 918,000, but did not receive products.
According to NABU, Shiman agreed to hold a scheme through his personal banker - a Russian citizen who lives in Switzerland. She was looking for a mediator - the American company Petroleum & Materials LLC, whose owner spent their own needs and buying real estate after receiving the funds.
In order to hide the crime, accomplices have prepared a letter about the delay in the supply of pipes, which was the reason for the claim. In 2018-2021, the chemical plant had an additional UAH 2.48 million in budgetary funds in 2018-2021. The total amount of losses caused to the state exceeded UAH 28 million.
Schiman has now been suspected of abuse of power committed by a group of persons (Part 2 of Article 364 of the Criminal Code of Ukraine). The investigation is ongoing.
