The former mayor of Sumy has been charged with official negligence, which caused losses in the amount of UAH 8.2 million.
As the investigation established, the official submitted to the vote of the Sumy City Council session a draft resolution proposed by a group of deputies on the abolition of the rules for accepting wastewater into centralized wastewater systems.
Specialists of the Municipal Waterworks Company and the legal department of the city council warned in advance about the lack of legal grounds for making such a decision. The Professional Association of Ecologists of Ukraine also emphasized the high risk of an ecological disaster for the Psel River and the city of Sumy due to the uncontrolled discharge of insufficiently treated wastewater.
Despite all the reservations, the mayor signed the session's decision, took no action to suspend or appeal it in court, and did not initiate the creation of new rules for safe drainage.
Law enforcement officials are treating the case as official negligence that led to significant financial losses and a threat to the environment.
