The issue of economic reservation for employees is again being actively discussed in Ukraine, which is caused by the need to increase the transparency of salaries and replenish the state budget. According to Forbes, the government is considering the possibility of providing economic reservation for individuals with a monthly income of 34,500 - 35,000 UAH.
According to Forbes, to receive a reservation, a person must earn at least 34,500–35,000 UAH per month. According to the head of the Verkhovna Rada Economic Committee, Dmytro Natalukha, this will allow salaries to be brought out of the shadows and generally increase the average salary. Economic reservation can add up to 10 billion UAH per month.
“Of course, this is a positive decision that will create equal and transparent conditions for everyone, but this is only the first round. The disadvantage of such a model is that it does not cover small businesses,” said Natalukha.
According to him, two booking scenarios are currently being considered:
- A separate procedure whereby military conscripts can receive reservations based solely on salary level. This mechanism would be suitable for businesses that do not fall under the critical enterprise criteria.
- The salary criterion will be added to the already effective Cabinet Resolution No. 76, which reserves employees of enterprises critical to the economy.
Natalukha claims that there are about 1 million people of draft age in Ukraine about whom the state knows practically nothing except their identification numbers. They are still not officially employed and are in the shadows.
It is assumed that economic reservations were taken up again to cover certain expenses for which there is a critical shortage of money from the state budget.
The other day, Prime Minister Denys Shmyhal said that the Cabinet of Ministers is preparing a number of measures based on the "fight or work" principle, trying to bring workers out of the shadows and salaries "in envelopes.".
Recall that the Verkhovna Rada has developed three concepts for economic reservation from mobilization. Among the options proposed by lawmakers are: payment of a special fee for reservation of employees, reservation based on salary, and a mixed reservation model.
