The former official of the Ministry of Defense Roman Balykin became the person involved in the investigation into the probable theft of budget funds during the arrangement of the Wide Lan Military Landfill in Mykolaiv region. The case is already being considered by the Supreme Anti -Corruption Court, and the connections between contractors, the family of the extent and fictitious work indicate a well -organized scheme.
In 2016, the MOU signed an agreement with Rost LLC for UAH 232 million for the construction of military infrastructure at the landfill. The works were accepted in full - despite the fact that much of them was never done. According to investigations, budget losses are at least UAH 37 million.
As of the time of the signing of the Treaty "Rost" belonged to Dmitry Pashkovsky and the companies "E-Pos" and "UK" Capital "-the latter at that time was founded by a citizen of the Russian Federation, and later came under the control of the same Pashkovsky.
According to investigators, real construction work was performed by another structure - ATL Avtoservice LLC, which in 2016 was founded by the son of Roman Balykin - Dmitry, at the same time Dmitry Pashkovsky. At the same time, the company "Tla Kiev", which appears in the structure of "E-Pos", later moved to Oksana Balykin-probably the wife of a former official.
Thus, the project on hundreds of millions was a closed corporate scheme with the participation of relatives and related legal entities.
The case has another demonstrative detail: Dmitry Pashkovsky is not only the founder of companies that won the state order, but also the lawyer of Roman Balykin himself. Its law firm is registered on Simirenko Street, 36 in Kiev - at the same address the main array of companies belonging to the ASL structure is registered.
The trial has been ongoing since 2020. At first, Balykin was assigned a pledge of UAH 2.1 million, and later it was reduced to 780 thousand. In 2023, he founded a new enterprise - Bimsi Ukraine, which produces cars, parts and weapons.
