Former Kyiv City Council member Denys Komarnytskyi has been put on the wanted list on suspicion of organizing a criminal group that seized land in the capital, the National Anti-Corruption Bureau of Ukraine (NABU) reported.
According to the investigation, Komarnytskyi, together with 9 accomplices, was exposed on February 6, 2025, as part of a special operation of the NABU and the Specialized Anti-Corruption Prosecutor's Office (SAP) called "Clean City" . He is currently being actively sought, as there are reasons to believe that he is trying to flee abroad.
According to the NABU investigation, the group was engaged in the illegal appropriation of Kyiv land plots by registering fictitious property rights. After that, decisions were made to transfer land for use without holding auctions through controlled deputies of the Kyiv City Council and officials of the Kyiv City State Administration.
Among the suspects in this case:
- Denys Komarnytskyi is a former deputy of the Kyiv City Council, organizer of the group.
- Petro Olenich – Deputy Head of the Kyiv City State Administration.
- Mykhailo Terentyev is the head of the land commission of the Kyiv City Council.
- Olena Marchenko is a deputy of the Kyiv City Council, a member of the commission on land relations.
- Deputy heads of municipal enterprises and four other people.
On February 8, the Supreme Anti-Corruption Court (SAC) selected preventive measures for 7 suspects:
- Olena Marchenko – detention with the possibility of posting bail of UAH 50 million .
- Mykhailo Terentyev – arrested with bail of UAH 19.98 million .
- Petro Olenych – detention with bail of 15 million UAH .
- Other defendants have bails ranging from UAH 4.5 million to UAH 8 million .
Another suspect received a personal bond.
According to NABU Director Semen Kryvonos , law enforcement officers have mobilized all forces to search for the organizer of the scheme. Personnel from the SBU, the National Police, and the State Border Guard Service have been directed to prevent Komarnytskyi from escaping from Ukraine.
"We are making every effort to bring this person to justice and answer for his actions. The entire law enforcement system must work together to prevent evasion of responsibility," Kryvonos emphasized.
If Komarnytsky is not detained in the near future, he may be placed on the international wanted list through Interpol .
