The ex-director of the state-owned enterprise Krasnolymanska Coal Company caused losses to the state of half a billion hryvnias

NABU and SAP referred to the court the case of the former acting General Director of State Enterprise Krasnolymanska Coal Company. He is accused of causing damage to the state in the amount of 358 million UAH and causing damage to the environment in the amount of more than 210 million UAH.

The investigation established that the former acting CEO, using his official position, organized a number of schemes that led to huge financial losses for the company. These shenanigans included illegal withdrawals, bogus contracts and tax evasion.

As the investigation found out, in December 2015 - January 2017, the state enterprise sold 756,000 tons of coal to a private intermediary company at a price three times lower than the market price. This company later resold coal at the market price to PJSC "Centrenergo" (78.289% of the shares belong to the state).

As a result of the arrangement, the state-owned enterprise did not receive a potential profit in the amount of more than UAH 336 million.

"Thanks to the timely actions of detectives and prosecutors, it was possible to expose and stop the corruption scheme: in 2019, the court satisfied the lawsuit to invalidate the contract between the state-owned enterprise and the intermediary company," the NABU noted.

It is also reported that in November 2015, in the absence of permit documents, the company illegally mined more than 112.5 thousand tons of coal. This caused damage to the environment in the amount of more than UAH 210 million. After the illegal extraction of coal, it was supplied to the thermal power plants of PJSC "Centrenergo" through the mentioned intermediary, causing losses in the amount of over UAH 22 million.

The law enforcement officers do not specify the name of the accused, but, according to the publication "Slovo i Dilo", it is Oleksandr Dubovyk. On May 25, 2023, NABU and SAP informed him of the suspicion.

On August 10, 2023, he was informed about the change of suspicion. Qualification: Part 2 Art. 240 (as amended by Law No. 1708-VI dated November 5, 2009), Part 2 of Article 28 part 2 of Art. 364 of the Criminal Code of Ukraine.

The investigation was completed in August 2023. In the summer of 2023, the Prosecutor General's Office appealed to the court with a lawsuit to revoke the license of a private enterprise for the extraction of minerals.
