NABU and SAP announced the opinion of the colleague manager of the state enterprise "Agency of Local Roads of Poltava Region" Oleksiy Basan. He is considered to be involved in corrupt practices, embezzlement of funds and false declarations in the amount of 35.8 million hryvnias.

The investigation notes that in 2020-2023, Basan acquired a number of expensive assets, including real estate, land plots, and cryptocurrency.
"According to the investigation, Basan's new suspicion relates to money laundering and false declaration. In particular, at that time the director of the Agency of Local Roads of the Poltava region purchased a residential building with an area of 200.3 square meters. m with a garage, a guard house, an outbuilding and a swimming pool in the suburbs of Poltava at a cost of UAH 13.7 million," said NABU and SAP representatives.
In addition, the suspicion includes other large assets such as:
- a 40-acre land plot under a building worth UAH 1.7 million;
- an apartment of more than 100 sq.m. m worth UAH 3.2 million in Poltava;
- property rights for 6 apartments in new buildings in Poltava with a total value of UAH 7.7 million;
- 73 agricultural land plots with an area of 146 hectares in the Poltava region;
jet ski with trailer; - cryptocurrency of various types for an amount equivalent to 180,000 USDT, which at the time of acquisition amounted to UAH 6.6 million.
The assets were seized because, as NABU director Oleksandr Novikov noted, "the investigation believes that Basan, in order to hide the origin of the property and its availability, issued the assets to relatives, leaving behind only cryptocurrency, which he did not declare. Relatives did not have the legal income to receive such property."
Back in 2019, the National Anti-Corruption Bureau opened criminal proceedings against Basan. In September 2022, he was declared suspicious and temporarily dismissed from his post due to conscription.
The case continued to be considered in court. In October 2022, the High Anti-Corruption Court changed the preventive measure for Basan, obliging him to pay UAH 3.7 million in bail instead of a personal bond. In January 2023, he was accused of abuse of office.
According to the materials of the pre-trial investigation, from December 20 to 22, 2018, Basan concluded 22 contracts of the same type for the development of design and estimate documentation for the repair of sections of roads, such as Chornukhy - Lubny and Myrhorod - Velyka Bagachka. As noted in the investigation, during the conclusion of procurement agreements, procurement was artificially divided in order to avoid open bidding. This allowed private enterprises to obtain an illegal profit of more than 5 million hryvnias thanks to the overestimation of the cost of project works.
In addition, in December 2018, according to the investigation, Basan misused budget funds by concluding contracts for the capital repair of roads, which also led to an overestimation of payment amounts.
Appeals of these charges are pending.
