The National Agency for the Prevention of Corruption revealed serious violations in the declaration of Volodymyr Melnyk - the former head of the Interregional Directorate of the National Agency of Ukraine for Civil Service in Odessa, Mykolaiv, Kherson regions, Crimea and Sevastopol. As a result of a full check of the document for 2021, it was found that the official declared false information in the amount of more than UAH 2.07 million.
Among the key violations is the incorrect date of acquisition of the right to a dwelling house in Odessa, the lack of a registration number, as well as the hidden use of this real estate by family members. Separate cars, including Volkswagen ID.4 2023, and Jaguar XF, were formally registered with his former wife and son Melnik. However, according to the NAPC, it was the official who actually used them.
Another car, Nissan Leaf 2018, was not indicated in the declaration at all, although Melnik's wife purchased it in 2021 for 334 thousand UAH. In addition, the specified cost of other machines was significantly distorted - Toyota Prius was estimated twice cheaper, and Nissan Rogue, on the contrary, was declared with a clear overestimation.
The most questions in the NAPC raised the income of the wife of Melnik. She declared 10.5 million UAH of cash, which, according to the exitator himself, received from the sale of a garden house (UAH 8.5 million) and land (UAH 4.5 million). However, only cash appeared in the declaration, but the purchase and sale operations were not documented. In addition, the official income of the Melnikov family over the last almost two decades (1998–2016) amounted to only UAH 396.5 thousand.
Of particular interest was the mentioned Nissan Leaf, which Melnyk estimated at the symbolic UAH 20 thousand. According to the results of the examination of the Kiev Research Institute of Forensic Expertise, the real cost of this car could be more than UAH 700 thousand.
In general, the amount of inaccurate data in the declaration exceeds 500 subsistence minimums, which is the basis for criminal prosecution under Part 1 of Art. 366-2 of the Criminal Code of Ukraine.
Recall that these violations have become known due to systematic monitoring of the lifestyle of the official held by the NAPC. The agency also recorded attempts to avoid liability - during the check of Melnik's mother -in -law, he hurried several land plots for relatives. Bax has arrested these assets, which can now be the basis for their transfer to state income.
