The former head of the Volyn Regional Territorial Procurement Center, Oleh Kyvlyuk, who headed the structure from March 2022 to August 2023, after his dismissal got a job at the municipal enterprise "Lutskspecskomuntrans". At the same time, he uses a 2017 Porsche Cayenne, which he does not officially own, but is serviced at the expense of the community.
According to a journalistic investigation, Kyvlyuk officially owns only two cars - an Opel Ampera-e electric car (2019) and a MAN truck (2011), purchased this year. However, the former military man's family uses a premium Porsche Cayenne, which is not mentioned in the declarations.
Oleg Kyvlyuk's own declarations are hidden, while the documents of his wife, active military servicewoman Bohdana Kyvlyuk, are available in open sources. They also do not mention Porsche.
According to the state register of vehicles, the car is registered to Alina Malenka, a resident of Kyiv, owner of the clothing brand "Miss Diamond". In 2020, she publicly showed off her Porsche on social media, but since 2023, the car has disappeared from her profiles - and later appeared in the yard of the house where the Kivlyuk family lives in Lutsk.
After journalists became interested in the origin of the Porsche, the car was hidden in a cover and moved to another parking lot. According to market data, a Cayenne of this year of manufacture costs from $38,000. Kivlyuk himself allegedly stated in the comments that this was “not money” for him.
Bohdan Kyvlyuk's wife previously listed two cars in her tax returns: a Mazda CX-7 (2011) and a Hyundai Santa FE (2016). Both cars later disappeared from her ownership, but are now registered to her husband's brother, Igor Kyvlyuk. She sold the Hyundai in August 2025 for over a million hryvnias, although the declared value was half that.
Despite numerous assets, the family's tax returns have not included any savings since 2019. Officially, the couple does not have their own home. However, in 2022, the Ministry of Defense provided Oleg Kyvlyuk with a three-room apartment in a new building in Lutsk.
In addition, a large house has been built in Volodymyr on a plot of land that Kivlyuk received from the city council for free. Formally, the object is still considered "unfinished construction," although it looks completely finished. Neighbors confirm that the Kivlyuk family regularly visits the estate. Kivlyuk also received two more plots from the state - near the lakes Svityaz and Oleandra, one of which he sold.
Together with Kivlyuk, his former colleague from the CCC, Viktor Zelinsky, got a job at Lutskspeckomuntrans, and became an advisor to the director of the enterprise.
