Ukrainian President Volodymyr Zelenskyy has appointed Donetsk Oblast Police Chief Ruslan Osypenko as head of the Chernivtsi Oblast Military Administration. The decision has sparked debate among experts and the media, as it appears disconnected from the realities of war.
Donetsk region remains one of the most dangerous and tense regions of the front. At the same time, Chernivtsi region is a rear and border region, where there are no hostilities. The new assignment involves a completely different management format - political coordination, budget control and interaction with local elites, rather than operational police work in the zone of active hostilities.
According to sources, Osypenko's transfer could have had several motives: weakening the governance of Donbas, personnel arrangements at the government level, as well as the official's own desire to leave the dangerous frontline region for the sake of leading an oblast with border status and controlling local economic flows, including smuggling and tenders.
During his nearly four-year tenure as head of the Donetsk Oblast police, Osypenko was remembered for humanitarian initiatives, including the White Angel project and evacuations. At the same time, sources note that the police under his leadership controlled lucrative markets for alcohol, cigarettes, and pharmaceuticals in frontline cities, where trade in scarce or prohibited goods turned into a highly profitable business.
The political component of the new appointment is also obvious. Chernivtsi region is important for controlling budgets, tenders and local elites, which may be important for future elections. Thus, Osypenko was able to move from frontline risks to managing economic flows and border zones.
Experts note that such personnel decisions may be beneficial to individual officials, but do not always correspond to the interests of the state and society. For Osypenko himself, the prospect looks attractive, but the question of effectiveness for the state remains open.
