To expand the elite suburban complex Emily Resort, Lviv businessman and former MP Hryhoriy Kozlovsky stole a lake, forest, and residents' personal plots from the Vynnyky community, building a place for the entertainment of the "rich and famous" on a "human mountain."

The fact that the first 16-hectare plot of land for the development of Emily Resort was obtained by Kozlovsky illegally became known from the decisions of the Supreme Anti-Corruption Court, within the framework of the NABU criminal case , regarding the illegal privatization of land around Vynnykyvske Lake by the Kozlovsky family in 2021.
In order to avoid criminal liability for the stolen land and lake, Hryhoriy Kozlovsky made five of his children the owners of this plot, and later, at the end of 2023, they additionally divided it into seven parts. The division of the plot stolen from the community into parts may be due to the desire to complicate its return to communal ownership. However, as the practice of the Supreme Court shows, the people of Vinnytsia still have a chance to return the land around the lake.
Regarding the reaction of Hryhoriy Kozlovsky, to the reminder from local residents that Kozlovsky promised them free access to the city lake, but in fact it turned into a swimming pool for the rich and famous guests of the Emily Resort, Kozlovsky replied : “ So much money has been invested here, do you think that everything here will be free? Of course, it will be paid.”

As a reminder, the deputies of the Lviv City Council at the meeting on September 12 approved a detailed plan for the territory on Zabava and Khmelnytskyi streets in Vynnyky, which provides for the transfer to Hryhoriy Kozlovskyi of another 118 hectares of Vynnyky land together with the Vynnyky forest for the large-scale development of the elite Emily Resort resort. And instead of the tram route , which was supposed to connect the city with Lviv, Kozlovskyi decided to arrange a route for cycling.
But in addition to Hryhoriy Kozlovsky stealing land, a lake, and a forest from the community, the Emily Resort also involves the seizure of private land.
Thus, at public hearings, where townspeople tried to stop the expansion of Emily Resort at the expense of the Vynnyky forest and private plots, Roman Bodnar, a deputy of three convocations of the LMR, noted that people came to public discussions to protect private property that is in the Priozerny cooperative.
"Why did we come? Because someone approved the Emily Resort plan in such a way that it goes all the way to cooperatives and takes away our private property. And what document are you guided by to gather us and say, 'You are nobody and nothing here, and the project has already been approved,'" Roman Bodnar was indignant.
At the same time, another resident said that people are concerned not only about their private property, but also about the forest and are generally against the development of the complex:
"The community is generally against this expansion. We have already had such a bitter experience. Bohdan Khmelnytsky Street has ceased to be a transit street because you built Emily Resort. Is it legal when the street is "cut" by private property? Residents cannot walk along this street from beginning to end. This is all a farce, a fake and a provocation, you don't hear the people!".
As we can see, contrary to the wishes of the community, Hryhoriy Kozlovskyi managed to seize the lake, the forest, and the private plots of Vynnyky residents, including thanks to corrupt deputies of the Lviv City Council, such as Oleksiy Riznyk from European Solidarity.
Oleksiy Riznyk is a long-time business partner of Hryhoriy Kozlovsky and his accomplice in the illegal production and smuggling of tobacco products to Europe. In particular, “Vynnykyvka Tobacco Factory” and “Marvel International Tobacco Group” sell products through LLC “Marvel Trading House”, owned by Oleksiy Riznyk, who was listed as the factory’s director until May 19, 2024. It is therefore not surprising that Oleksiy Riznyk is considered one of the wealthiest deputies of the Lviv City Council.
a criminal case in August 2023 in connection with the privatization of land around Vynnyky Lake for Emily Resort, who was the only one from the Lviv City Council who came to convince the residents of Vynnyky that their interests would not be affected. Although, as can be concluded from watching the video recording of the meeting, the residents of Vynnyky did not believe Riznyk.
At the same time, Hryhoriy Kozlovsky is trying to drown out the voices of the Vynnyky community he robbed, with “aid for the Armed Forces of Ukraine,” and even received an award from Defense Minister Umerov. But, if you count the amounts that Kozlovsky robbed the community of, the aid for the Armed Forces of Ukraine is only a penny.
Yes, one-time assistance to Hryhoriy Kozlovsky from the Armed Forces of Ukraine, 2 million hryvnias each, is nothing compared to the market value of the land stolen by Kozlovsky for the construction of Emily Resort, because the average cost of one hundred square meters of land for development in that area is 2,500 US dollars.
Based on the 118 hectares recently transferred for development to Emily Resort, the amount is much more than a billion hryvnias. Of course, if you steal billions, you can donate a few million to the Armed Forces of Ukraine, and it would also be good to use it for PR.
In general, the attitude of Vynnyky residents towards the construction of Emily Resort and the ostentatious charity of Hryhoriy Kozlovsky can be characterized by the words of one of the residents of Vynnyky, spoken at a community meeting: “In the east, a Muscovite is encroaching on our lands, and the only way to get rid of him is to shoot. And here, Kozlovsky is encroaching on our lands. Unfortunately, there are no laws to stop him.”
