The pre-final version of the draft law on mobilization lists measures to influence those who violate military registration rules.
Moreover, this applies not only to those who did not appear for the summons, but also, in particular, to those who did not update their data within 60 days after the law came into force.
1. In the event of a citizen's failure to fulfill the obligations stipulated by the law on mobilization, the head of the CCC shall contact the police to detain and bring the citizen to the CCC.
2. In the event of receiving a written response from the police about the impossibility of carrying out the pretext, the head of the CCC within 5 days sends the citizen a “demand” by registered letter (the form of the document will be determined by the Ministry of Defense).
3. The date of delivery of this document will be considered either the date of delivery against receipt by mail, or the date of a note on refusal to receive or inability to deliver this document for other reasons. The citizen is then given 10 days to voluntarily fulfill the requirements specified in the document.
4. If the citizen has not fulfilled the requirements, in this case the CCC applies to the court to restrict the citizen's right to drive a vehicle - for a period until the requirements specified in the document are met.
5. The state enforcement service will restrict driving rights directly, after receiving a court decision.
