In 2025, the National Police issued 138,047 reports for driving under the influence of alcohol. These are violations provided for in Article 130 of the Code of Ukraine on Administrative Offenses. This is 8% less than in 2024 and the first decrease in the indicator in the last five years, when the number of such cases increased every year.
Despite the overall decrease, four regions recorded an increase in the number of protocols. The largest increase was in Rivne region, where the indicator increased by 19%, Khmelnytsky region by 18%, Kharkiv region by 8.5%, and Zaporizhia region by 3%.
The largest number of violations was detected in the Dnipropetrovsk region - 13,519 protocols, in the Kharkiv region - 12,095 and in the Odessa region - 11,543. The smallest number was in the Kherson region, where 1,138 cases were recorded, in the Chernivtsi region - 1,596 and in the Ivano-Frankivsk region - 1,897.
In addition to administrative materials, the Prosecutor General's Office opened 1,044 criminal proceedings under Article 286-1 of the Criminal Code of Ukraine, which concerns violations of road safety rules by drivers under the influence of alcohol. 59% of these cases reached the courts.
According to law enforcement, last year there were 643 road accidents involving drunk drivers, resulting in fatalities or injuries. This is a third less than the year before. As a result of such accidents, 73 people died and another 857 were injured.
One in 40 fatal or serious road accidents is related to drunk driving. In 2023–2024, this figure was significantly worse - one in 25 fatal accidents were caused by drunk drivers.
