The Antimonopoly Committee of Ukraine established a conspiracy between the farm "Factory" and its accountant Natalia Romanyuk during participation in auctions for the right to lease land plots, which were held by the Turiysk Village Council in 2024. The accountant acted as an "extra" at the auctions, which allowed the enterprise to obtain the right to lease almost 21 hectares of land without competition. For this, the Antimonopoly Committee of Ukraine fined each participant in the conspiracy 69.3 thousand UAH, and the total amount of fines amounted to 138.6 thousand UAH.
According to the decision of the Administrative Board of the Western Interregional Branch of the Antimonopoly Committee of Ukraine dated November 20, 2025, in December 2024, the Turiysk Village Council exercised the right to lease two plots of land with an area of 10.5 and 10.3 hectares. "Factory" and Natalia Romanyuk participated in both auctions. During the auction, the bids of the "competitors" did not change, which ensured the victory of the farm.
During the first auction, Romanyuk offered UAH 12.3 thousand, and “Factory” offered UAH 15 thousand. After three rounds of bidding, the village council concluded a lease agreement for 7 years. A similar auction was held for a plot of land with an area of 10.3 hectares, where the accountant offered UAH 4.8 thousand, and the farm offered UAH 18 thousand.
During the investigation, it was established that Romanyuk was a trusted representative of the FG "Factory" and was in official employment relations with the farm, filed tax returns for a "competitor", used the same IP address to participate in electronic bidding, and represented the farm in banks.
The antimonopoly authorities found them guilty of violating the Law "On Protection of Economic Competition" and added them to the AMCU's "black list." This means that they will not be able to participate in tenders from state and municipal customers for three years.
This is not the first case of collusion between "Factory" and Natalia Romanyuk. Previously, in the summer of 2024, they simulated competition at an auction for the sale of 63 acres of land in the Klyuska village council, where the difference in rates was only 454 UAH.
The farm "Factory" has been operating since 2010, registered in the village of Garusha, Turiysk community, Kovel district. The main activity is growing grain crops.
