Law enforcement agencies have uncovered a large-scale mobilization evasion scheme operating in Odessa, Dnipro, Kharkiv and other regions. According to the investigation, individual representatives of territorial recruitment and social support centers (TCK and SP) created or used controlled public organizations to register fictitious "reservations" for those liable for military service.
Ruslan Kravchenko announced the discovery of the scheme . According to him, one of the public organizations, “Ukraine is Mother,” was selling so-called “armor” against mobilization for $1,000.
The investigation established that for $3,000, clients were offered a "VIP package," which included no duty with representatives of the CCC, as well as "resolution of issues" in the event of detention and removal from the wanted list due to manipulations in accounting systems.
According to preliminary estimates, the scheme could bring the organizers up to UAH 30 million per month. According to law enforcement, there were about 300 participants in Odessa alone, and up to 1,500 people nationwide.
As part of the criminal proceedings, searches were conducted, some of the suspects were detained, and preventive measures were imposed on them. The investigation is ongoing.
The scandal unfolds against a backdrop of public tension surrounding mobilization methods. Conflicts between CCC employees and citizens were recorded in various regions, which received wide publicity on social networks and in the media.
Experts emphasize that such corruption schemes undermine trust in the mobilization system and create additional risks for the state's defense capability. At the same time, law enforcement agencies declare their intention to give a legal assessment to the actions of all those involved - both the organizers and those who used illegal services.
