On the evening of August 1, a loud clash occurred in Vinnytsia between citizens, representatives of the CCC, and the police. The cause was a situation that eyewitnesses called the illegal detention of men. The event caused a large-scale resonance and indignation among local residents.
According to local Telegram channels, employees of the Territorial Recruitment Center (TCC) were conducting a so-called "citizen notification" about mobilization. During this, one of the men was detained on the street, suspected of evading military service.

On the morning of August 2, the Vinnytsia regional police commented on the situation. According to them, the actions of the CCC employees were aimed at fulfilling mobilization tasks. They found a man who was probably evading duty, and the protests of the crowd became an obstacle to the legitimate work of the institution.
The police stated that the actions of individual citizens showed signs of wrongdoing, and the use of force was necessary to avoid further escalation of the conflict.
