A large -scale corruption scheme for the theft of budget funds, organized at the highest level of city leadership, has been exposed in Kiev. At the center of the scam - tenders for major repairs of medical institutions conducted through controlled firms. The scheme involved the mayor of Vitaliy Klitschko himself, the first deputy chairman of the KSCA Mykola Povoroznyk and the director of the Department of Health Valentina Ginsburg.
The key role in the implementation of the scheme is played by the heads of communal hospitals and false private companies, which are regularly won by tenders prescribed for them. One of the largest beneficiaries is absolute-climate LLC (EDRPOU 35837877), which regularly receives contracts for work in metropolitan medical institutions.
In particular, this company carried out (or was to carry out) repairs in such establishments as:

KNP "Center for Emergency Medical Aid and Catastrophe of Kyiv",

Price overestimation is a key element of the scheme
The design documentation systematically records the prices for building materials by tens of percent. For example:

Ceresit CN-178-indicated at 29.40–34.80 UAH/kg, at a market price 22,80–25.20 UAH;

VVGNGD cable 3x2.5 mm - 84 UAH/m instead of real 37,50-44,79 UAH;
-
Radiators - 7 925 UAH per piece instead of market 2 900–3 000 UAH.
Tenders “under their”
The trading system is so that any competition is impossible. The tender documentation prescribes requirements that are only suitable for selected firms:

up to 15 narrow -profile specialists at the same time,

availability of five ISO certificates,
-
Experience confirmed in medical institutions CS2 or CC3.
This model cuts off any external applicants except companies that are agreed from above.
All repair projects are carried out under centralized control - through personally loyal heads of hospitals. All purchases are made on already familiar executors. Other companies reject - formally, with reference to "documentation inconsistency".
In fact, it is a systemic model of sawing, which operates in the medical sphere of the capital for not the first year.
This scheme is only one of the units of the general mechanism of enrichment of persons close to the KSCA working under the cover of medical needs of the city. The focus has millions from the budget, patients with patients and the silence of law enforcement.
