From June–July 2025, Ukraine will be able to pay fines for violating military registration rules through the “Reserve+” mobile application. Citizens will be able to pay administrative fines with a 50% discount if they do so voluntarily and on time.
This was reported by the Ministry of Defense of Ukraine, UNN reports.
These are fines that are imposed, in particular, in the event of untimely updating of account data in territorial recruitment centers (TCC). For example, if a citizen has changed his place of residence, place of work, or received a new education and has not notified the TCC about this, he may receive an administrative penalty.
The law providing for the introduction of such a discount was adopted by the Verkhovna Rada in March 2025, signed by the President in April, and entered into force on April 17.
The discount can only be used if the fine is paid voluntarily and on time. If a citizen ignores the payment requirement or delays its fulfillment, the full amount of the fine will be charged, and additional measures of influence from the state may also be applied.
The payment function through the “Reserve+” application should be launched during the summer. The Ministry of Defense emphasizes that the model is similar to the one already successfully used in the system of fines for traffic violations: if the driver pays within a certain period, the amount is automatically reduced by half.
Citizens are also urged to promptly update their credentials in the CCC and install the “Reserve+” application, which will be used to receive notifications and interact with the military registration system.
