The project of construction of the corps of the Rivne Regional Hospital of Veterans of War funded at the expense of the European Union has already reached the cost of UAH 1.46 billion. However, the impressive numbers are a history of abuse: high prices for materials, unclear budget adjustments and the figure of the contractor in criminal proceedings.
A new contract for the amount of UAH 548.4 million was concluded in July 2025. This is the third tender within the framework of the project, which started at the end of 2023. The first contract was concluded by UAH 363.97 million (subsequently adjusted to 344.44 million), the second - for UAH 10.32 million for construction of family -type buildings. In total, the project was blown up to almost one and a half billion hryvnias.
Construction of the EU Factory Facility is one of the largest support tools for Ukraine. The works must be completed by 2026. However, some rates in the contracts raise serious issues.
For example, AVBBShv 4x185 is purchased at a price of 1439 UAH/m (VAT), while on the market it costs from 584 to 860 UAH/m. This may indicate significant overpayments or conspiracy to withdraw funds.
The general contractor is Modena's private enterprise. This firm is already in criminal proceedings on shelter repairs in the Desnyanskiy district of Kiev - it is a conspiracy with officials of the Department of Education and Medical Institutions. The investigation believes that some of the work could not be performed or had significant technical violations.
Since 2017, Modena PE has won state tenders for more than UAH 2.15 billion. Its stable presence on the market and new large orders, even despite criminal investigations, raise natural suspicions of ties and "roofs" in power offices.
As in many other cases, a good construction for veterans can be a regular scheme with a sawing of international assistance.
