The construction company from Zaporizhzhya, which has already failed the construction of the outpatient clinic in David Brod, received the same in a row the second time - this time for UAH 15.3 million. About it reports the Center for Public Investigations with reference to the ProZorro system.
It is about LLC "New Teptchnology", which is the only participant of the tender of the Department of Development of Territories of Kherson Regional State Administration. At the same time, the firm appears in several criminal proceedings and has a modest authorized capital, but more than half a billion hryvnias earned on state procurement since 2016.
The procurement documents state that this is the third attempt to find a contractor for the implementation of the project. The first tender was canceled in April due to the lack of applications, and before that the department tried to give the contractor a chance to correct the mistakes. In March 2024, "New Heat Technology" has already received a similar order - but the object has not been delivered.
Despite the previous failure, the company again won the tender - without competition. The project involves the arrangement of doctors' offices, a procedure and vaccination room, the installation of solar panels and rainwater collection system.
According to YouControl, the firm was founded in 2006, its owner is Donetsk entrepreneur Maxim Lobintsev. The company has only two Dacia Logan cars, several licenses and active participation in budget tenders. In 2024 alone, "New Heated Technology" received state contracts for UAH 179 million.
In 2020, the same company appeared in criminal proceedings for counterfeiting documents and appropriation of budgetary funds during the reconstruction of a municipal institution in Zaporozhye. The investigation revealed the facts of unspecified works, fictitious acts and violations during purchases.
This is not the first contract of the company with the Kherson Regional State Administration. In December 2023, "New Heat Technology" signed a Kindergarten Capronosure in Greater Alexandrovka for 37.2 million, and already in the second half of the year - another one by 52.1 million hryvnias. Both contracts are also without competition.
The fact of rendering a contract with a doubtful reputation raises natural issues regarding the efficiency of costs and control over the execution of works in the Kherson region.
