Tyshchenko -related firms are exposed in collusion on tenders in Kiev

The Antimonopoly Committee of Ukraine exposed a conspiracy between two companies that regularly won tenders for road repairs in Kiev. According to the results of the investigation, it is about LLC "ABP1" and Trinity-Group LLC, which agreed on their actions during participation in the procurement announced by KP "Kyivteploenergo" in 2023-2024. The sum of tenders exceeded UAH 50 million.

For these violations, both firms received a total fine of UAH 25.6 million. In particular, ABP1 LLC has long been an active participant in road projects in the capital. In 2025, this company signed at least 12 contracts with the Kyiv City Council for a total amount of more than 73 million UAH. The most recent tender - for more than 10 million UAH - was concerned with the supply of road repair materials in Obolon district and was completed on June 12.

In parallel, criminal proceedings have been opened against ABP1 LLC. The investigation examines the schemes of overestimation of the cost of materials and the appropriation of funds in conspiracy with utility officials.

The involved relatives of the People's Deputy Mykola Tyshchenko also became involved in the investigation of journalists. Bihus.info from May 2024 refers to Herman Blinov, a husband of Sister Tishchenko, who uses a car owned by ABP1 LLC. His wife, Yulia Tishchenko, in turn, handed two homes in the new border pledge for the same company.

These facts are exacerbated by suspicions of the informal influence of the People's Deputy or his relatives on the company's activities.

The history of the ABP1 owners was also remarkable. By January 2023, the firm belonged to Valery Miroshnichenko - a former employee of the Kyiv Research Institute of Forensic Expertise. He also owned the company "ABZ-1" of the same name, whose financial director was Galina Ruvina.

Despite criminal proceedings and administrative fines, the company continues to receive orders from the city budget. This raises the effectiveness of fuses in preventing participants with reputational risks to public procurement.
