On December 15, the Vyzyrska Village Council of the Odessa District of the Odessa Region concluded an agreement with individual entrepreneur Oleg Velinets for the supply of sweets in the amount of UAH 700,000. Under the terms of the contract, the entrepreneur must supply 1,800 kg of sweets by the end of the year, including 18 items from different manufacturers. At the same time, the average prices for the products turned out to be approximately 40% higher than the market prices.
The most overpriced is the price of "Korivka" candies - 385 UAH/kg, while in branded "Roshen" stores they are sold at 150 UAH/kg, in supermarkets - from 131 to 153 UAH/kg. "Tuzya" candies will cost the village council 356 UAH/kg, while the market price is from 165 to 224 UAH/kg. Roshen chocolate bars were priced at 947 UAH/kg, although on the market they cost from 439 to 527 UAH/kg. In total, under the contract, the village council could potentially overpay about 300 thousand UAH.
The direct agreement was concluded due to the lack of participants in the open tender. To participate in the tender, it was necessary to confirm one similar contract for the amount of at least 150 thousand UAH and have a minimum set of equipment and personnel.
Velinets, an individual entrepreneur, was registered in Odessa in 2023, specializes in wholesale trade and previously supplied furniture and tableware. This is his first contract for food products.
Experts note that such a purchase is a deviation from the practice of most local governments, which usually purchase New Year's gifts at market prices. For comparison, the Department of Culture, Youth, Sports and Tourism of the Samara City Council ordered sets weighing 400 g at 70 UAH/piece, and the Department of Family and Youth of the Donetsk Regional State Administration ordered gifts at 752 UAH/piece, including a postcard from the head of the regional state administration.
