Appointed by the OP as the temporary acting head of the Shevchenkivsk RDA, Oleksandr Popovtsev has been trying to manage the district in his own way since December 2021. After all, the average check reaches about 1 thousand hryvnias per person, and the salary of the acting head of the Shevchenkivsk RDA is not enough for daily meals at “Musafir”.
The answer is very simple. Alexander Popovtsev in a short time managed to establish corrupt activities through the Department of Urban Planning, Architecture and Land Use of the Shevchenkivsk Regional State Administration (hereinafter referred to as UMAZ), which is headed by the acting head of the department, Darya Aleksandrivna Mikhailova. According to colleagues, Darya Mikhailova holds her position not so much due to her professional data, but more due to “informal personal communication” with Alexander Popovtsev.
How Alexander Popovtsev's "kickback scheme" works
Alexander Popovtsev takes kickbacks from contractors in the amount of 30% through trusted persons: Alexander Bondar and Sergey Los. Interestingly, Alexander Bondar collects “tribute” from contractors in cash, as he says, working “on cash”, while Sergey Los tries to drive contractors into Popovtsev’s crypto wallet, and accepts bribes for Popovtsev in USDT.
It is surprising that these two young men are not ashamed and are not afraid to voice Popovtsev’s demands, neither to the employees of the RDA, nor to the contractors working in the district. The latter are also driven into conditions where, knowing about the 30% kickback before the start of the repair, the builders have to think about what to “save on”, and in fact steal during the work. And Popovtsev tells them that you can steal from children, in sports, in culture and in education, we are generally silent about housing and communal services.
Systematic thefts by Oleksandr Popovtsev during major repairs of shelters in the Shevchenkivskyi district led to terrible consequences and emergency situations, the number of which has not been recorded in any other district of Kyiv. For example, after the repair of the shelter with the cardiology kindergarten No. 155 at 18-A Dorogozhytska Street by UMAZ, this kindergarten simply went underground.
The funds were paid in advance, and on December 28, the work was still ongoing, resulting in the destruction of the kindergarten. As a result, 250 children are forced to attend another educational institution, and no one has been punished for the actual destruction of the kindergarten building.
Another example of the results of Popovtsev's "rollback schemes" is that in kindergarten No. 429 on O. Telighy Street 25\29, the shelter is flooded after rains due to the lack of waterproofing, for which Ms. Darya Mikhailova paid for it back in 2023. No one is going to fix the shortcomings. Three-year-old children with their teachers are forced to run to the shelter of a neighboring kindergarten.

Electricity is not connected, toilets are not working, there are no reserve tanks for accumulating water. Instead, there are just plastic tubs, etc. So Alexander Popovtsev does not repair, but on the contrary, reduces the space in the pits and brings them into an inadequate condition with the help of UMAZ and Ms. Darya Mikhailova.
Oleksandr Popovtsev also had a hand in building shelters, choosing Lyceum 172 as his victim. It is impossible to start work in one of the best schools in Ukraine due to Oleksandr Popovtsev's constant interference and pressure on authorized persons. And what does the acting interim director want? He wants to put a certain Mykola Rudenko and his company Greentrading LLC on the tender. Why would he want that? Well, how about it. Oleksandr Popovtsev has already calculated 30% of UAH 100 million, all that remains is to wait.

In particular, LLC "Greentrading" is also involved in criminal proceedings regarding the possible misappropriation of budget funds by the leadership of the Department of Education of the Darnytsia District State Administration (RDA) in the city of Kyiv. Officials transferred over 18.5 million hryvnias to 9 contractor companies for allegedly performed work in educational institutions, which is being investigated by the Main Directorate of the SBU in Kyiv and Kyiv region.
