The state affordable mortgage program "eOselya" is planned to be significantly updated in 2026. The Verkhovna Rada recognizes that despite the effectiveness of the tool, its potential has not been fully utilized, and the mechanism itself needs modernization.
This was announced by Andriy Strikharsky, the head of the subcommittee on investment protection in construction facilities. According to him, the current model of the program has a number of systemic shortcomings that hinder its development.
In particular, this concerns the lack of clear rules for interaction between developers and banks, complex accreditation procedures, as well as heterogeneity of document requirements. In addition, the mechanism for lending through development companies has not yet been regulated.
A special group is already working in the parliament, which is preparing a package of changes. The main focus is on simplifying procedures, unifying documents, and reducing approval times. A separate direction will be the digitalization of processes, which should reduce the bureaucratic burden on program participants.
According to Strikharsky, the key goal of the update is to make mortgages faster and more accessible to citizens. It is expected that after the changes, more Ukrainians will be able to obtain housing without delays and complicated procedures.
The program update should also have a positive impact on the real estate market. In the conditions of war, eOselya remains one of the few tools that support the construction industry and stimulate investment in housing.
As of the end of March 2026, more than 24 thousand Ukrainian families have already used the program. The total amount of investments in housing exceeded 42.8 billion hryvnias.
The parliament emphasizes that the further development of "eOsela" should become one of the key factors in restoring the housing sector and increasing the accessibility of private housing for citizens.
