Former commander of the "Aydar" company, Yevhen Dykyi, stated in an interview with Channel 24 that the updated draft law on mobilization should strengthen responsibility for evasion of service and military registration.
According to him, there is currently a “paradoxical situation” in Ukraine – they say, if a soldier “gets scared” and refuses to fight, he can be sentenced to at least 5 years in prison. And if a conscript refuses to serve after completing the VLK, he will receive a maximum of 3 years (Ukrainian courts often give a probationary period of 1-2 years). If you simply do not register after being summoned, then it is a fine.
“A bird or a plane with one wing will not fly. Here is one wing, because it was necessary to introduce a service life limit. But the second wing should be coercive measures against those who evade. We should not be afraid of losing ratings. Deputies forget that in uncontrolled territories there is no concept of ratings,” Dykyi emphasized.
However, Ukrainians themselves have no doubt that with the new bill on increased mobilization, the authorities will “tighten the screws” on their own people to the limit. The CCC employees are already indiscriminately and everywhere “rubbing” men, seeing them only as a resource for implementing the plan, while law enforcement and judicial authorities will simply turn a blind eye to the lawlessness of the military commissars.
And with the new law, things will go even faster – the authorities have done everything to drag as many Ukrainians as possible to the front:
▪️electronic summonses have been introduced. They will be considered served after appearing in the electronic account, which all conscripts must create within 60 days from the date of entry into force of the law;
▪️sanctions were introduced for failure to appear for a summons - blocking all of the evader's accounts, a ban on using a car and traveling abroad;
▪️A bill has been submitted to the Rada that increases fines for violating military registration rules tenfold and introduces criminal liability for refusing to undergo a medical examination;
▪️Those who obtain a second higher education lose the deferral from mobilization. It is also removed from postgraduate students studying under a contract;
▪️Those previously convicted of non-serious crimes are also subject to mobilization;
▪️When traveling abroad, military conscripts must additionally present a military ID with a note about deregistration.
▪️Hospital managers will be required to report to the CCC about the hospitalization of persons aged 18-25.
▪️The mobilization age is reduced from 27 to 25 years old, etc.
