In response to an official information request, the Department of Special Purpose Police confirmed that the former head of the Main Detective Unit of the Bureau of Economic Security, Oleksandr Tkachuk, was formally appointed to the Safari Assault Regiment. According to the document, the competition for the position was announced on July 18, 2025 by order of the Special Purpose Police Department “Lyut” OSHB No. 879, the competition itself started on July 21, and by order No. 790 of September 10, Tkachuk was appointed an inspector in the structure of Battalion No. 1 of the regiment. Currently, as follows from the response, he is “undergoing training” — a status that in some references and comments is perceived as being in the rear, not at the front.
Of particular note is the title of the position — “platoon inspector” — which in the realities of military and police structures is more often administrative or organizational in nature, rather than directly combative. Open sources and the provided response lack public information about the terms of the competition or its results, which raises questions about the transparency of the procedure. Journalists and local activists note that access to competition documents is limited, and the competition itself appears formal.
Tkachuk became public knowledge while working at BEB: in public statements and materials of various media and market participants, there were accusations of systemic corruption practices and the use of criminal proceedings against business. These allegations operate with the concepts of “fabrication of cases”, “groundless searches” and “coordinated decisions with prosecutors and courts”, however, for accurate legal conclusions, one should be guided by the investigation materials and court decisions. Currently, there is no information in the public domain about final court verdicts that would confirm all the allegations.
In light of these circumstances, critics demand greater openness from the Special Purpose Police Department and relevant agencies: access to the texts of announced competitions, selection protocols, and official explanations of the role and duties that the appointed person will perform. Representatives of the public emphasize that using combat units only as a formal place of employment for people with a resonant biography undermines trust in the security forces and distracts attention from the real needs of the front.
We have sent requests for official comments to the Public Procurement Agency "Lyut" and to Oleksandr Tkachuk himself and will update the material after receiving responses. If necessary, I can immediately prepare a template for a request for tender documentation or a letter requesting a comment - tell me, and I will prepare them in a form ready for sending.
